MINUTES <br />Parks & Recreation Commission <br />January G, 2000 <br />RJ MARCO The Director stated that the RJ Marco property is on Rice Street south of the Gas -N- Go <br />PARK Gas Station. He felt there was no need for parkland in that area given the limited access to <br />CHARGE residents. The property has been discussed by past commissions and it was always felt that <br />cash would be accepted instead of land. <br />Sackett Glaser recommended accepting cash in lieu of land as RJ Marco's park charge for <br />the property on Rice Street, and recommending that the City Council have the developer <br />landscape the site with the preservation of the wildlife area and pond in mind. <br />Motion seconded by Gray. <br />Motion carried 7 - 0. <br />TWIN LAKE Anderson gave the new members some background on the Twin Lake Pines issue. He stated <br />PINES that as parC of the Twin Lake Pines development, the developer was to install a trail along <br />Vadnais Boulevard. However, the developer has asked the Commission to consider approval <br />of a trail along Twin Lake Court instead. The developer was concerned with the high cost of <br />developing a trail along Vadnais Boulevard due to the fill required and trees in the way. <br />The Commission was in favor of a trail along Vadnais Boulevard since a trail in that area is <br />in Ramsey County's long-term plan and residents walking or riding bikes around the lake <br />would probably continue on Vadnais Boulevard rather than venture off the road down <br />through the woods and back up to Vadnais Boulevard again. <br />Anderson asked if the Director had met with the developer to see if a compromise could be <br />reached. The Director stated that he did not meet with the developer, but he met with <br />Vadnais Heights and Ramsey County. After hearing the Commission's reasoning for <br />wanting the trail to continue on Vadnais Boulevard, Vadnais Heights took the issue back to <br />their Trails Commission and they agreed with us. <br />The Director also stated that they revisited the site and feel there is enough room for a trail <br />along the road. He recommended that Sanders puC a plan together for the developer showing <br />where fill is needed, where h~ees would need to be removed, etc. Once this plan is received, <br />the Director will meet with the developer to determine how much he would have spent on the <br />trail he was proposing. <br />Gray recommended denying Twin Lake Pines' developer's request for a trail along Twin <br />Lake Court since the Commission would like to see the trail along Vadnais Boulevard, and <br />recommending that the City work with the developer to find a compromise on the cost of <br />such trail. <br />Motion seconded by Sackett Glaser. <br />Motion carried 7-0. <br />Page 2 of 5 <br />
