MINUTES <br />Parks & Recreation Commission <br />January 6, 2000 <br />PARKLAND Anderson stated that the Parkland Dedication Fund is a fund established to purchase new <br />DEDICATION park land or trails in the City. He indicated that money in the fund comes from new <br />FUND/TRAIL developments or subdivisions where they are required to pay a park charge to the City. The <br />PLAN UPDATE park charge can be in the form of land donation or cash. The cash received is placed in the <br />fund. Since much of the parkland needed in the City has already been purchased, the <br />Commission has been discussing the possible use of the money in the fund for other items <br />such as amenities for parks. A memo was received from the City Administrator asking the <br />Commission to discuss how much additional land for parks/trails they will need so an amount <br />necessary for such acquisition can be kept in the fund. <br />Sanders stated Chat the City has acquired all previously identified parkland with Che exception <br />of some trail connections. He reviewed the park/trail plan for the members. He estimated <br />that at least $100,000 is needed for such acquisition. The Director agreed. The Director <br />stated Chat there is only $91,927 in the fund now due to some land acquisitions the City made <br />along Round Lake. <br />Sackett Glaser stated ChaC she would rather borrow from the ]0% Fund for park amenities. <br />She fe1C thaC money in the Parkland DedicaCion Fund should remain for Che additional trail <br />connections needed in case an opportunity comes up to obtain such connections. <br />Sackett Glaser recommended applying for a trail grant again this year for the Shoreview <br />connecCion. The Director stated that the DNR is holding an informational meeting this year <br />to explain the differenC grants available. The meeting is scheduled at 1:00 p.m. on January <br />11 at the Como Lakeside Pavillion. He stated that he will be attending and encouraged other <br />members of the Commission to aCCend as well. Sanders stated that he would attend. <br />The consensus of the Commission was to leave the Parkland DedicaCion Fund as is for now <br />with review to occur again this year around budget time. <br />PIONEER Sanders stated that the electrical contractor who is installing the lighting for the Pioneer Park <br />PARK ball fields is making good progress due to the mild weather. The underground work is done <br />LIGHTING and the contractor should have most of the other work completed in a week or two. <br />MCNAMARA The Director stated that the developer of the McNamara property at Jackson SU~eet and <br />PROJECT Little Canada Road is re-drawing the plat due to poor soil conditions discovered on the north <br />end of the property. He stated that this will result in more parkland for the City. He <br />commented that we may wanC to redesign the park plan for that area. <br />PARKS FILM The Director stated that the Minnesota Recreation & Park Association has developed a short, <br />ten-minute film on the advantages of parks. The Commission watched the film. The <br />Director stated that he will be showing Che film on Cable TV and will possibly show it to the <br />City Council. <br />Page 3 of 5 <br />
