MINUTES <br />Parks & Recreation Commission <br />November 2, 2000 <br />Sanders stated that even with the lots combined, the area is still very small for a park. The <br />past policy of the Parks & Recreation Commission has been not to develop a park on such a <br />small piece of land. He commented that the school property serves as a park for this <br />neighborhood. <br />Anderson recommended tabling this item. However, he stated that if the land ever comes up <br />for sale, the Commission should revisit the possibility of a neighborhood park in this area. <br />LC ROAD Brian I-Iarjes and Michael Schroeder of Hoisington ICoegler presented a drawing of the <br />AMENITIES proposed Little Canada Road amenities to the Commission and asked for their comments. <br />They explained that Little Canada Road from Rice Street to County Road C will be turned <br />into a parkway with unique characteristics. The proposed project includes the following <br />ideas: <br />• 11-foot bollard monuments at the entrances to the parkway. <br />• Ornamental lighting (similar to the lighting at City Center) on the north side of the <br />parkway with 75 foot spacing. (Both sides from Rice Street to Market Place Drive.) <br />• 6-foot continuous concrete walk on the north side of the parkway from County Road C to <br />the railroad tracks, where the area will have more of a rural feel. <br />• West of the tracks, the setting becomes more urban. Decorative concrete pavers will be <br />used in this area for the walkway on the north side. <br />• Trees and shrubs will be grouped together and will be irrigated. Hanging planters will be <br />placed on the monument bollards. These will be irrigated as well. <br />• Ornamental railings are proposed for the gateway areas (Rice and County Road C). <br />• Benches, trash receptacles, and planters are also proposed. <br />The City Administrator stated that there is a $550,000 budget for this project. Schroeder <br />handed out a list of amenities and their costs for the Commission to review. He <br />reconunended that the Commission choose items for funding that cannot be easily added <br />later, like the monuments and bollards. <br />Broten asked if weeds would be a problem with the concrete pavers. Schroeder stated that <br />the pavers will be placed close together to prevent such a problem. Landscaping fabric will <br />also be placed underneath the pavers. <br />The City Adminishator stated that he needed the Commission's recommendation on <br />concrete versus pavers for the walkway on the south side of Little Canada Road that staff is <br />proposing in front of Lakeside Apartments. The portion of the walkway in front of the <br />Venetian Inn will not be completed at this time due to potentia] redevelopment of the site at a <br />later date. If the Commission chooses to use concrete for the walkway on the south side, the <br />Administrator would need to know now so the project can be completed. <br />The Commission discussed the use of concrete versus asphalt for the walkway in this area. <br />There was some concern about the different types of materials used and how they would look <br />aesthetically. The City Administrator stated that concrete looks nicer than asphalt. He felt <br />Page 2 of 5 <br />
