MINUTES <br />PLANNING COMMISSION <br />JANUARY 13, 2000 <br />the issue was not defined well enough and that the City needed to <br />do a better job. <br />The City Planner indicated that he could meet with staff and more <br />clearly define the issue if that is the direction that Commission <br />chooses. Knudsen felt this should be done. <br />Keis felt that Mr. Rossow was trying to look for a way to keep the <br />trailer on his property. <br />Rossow indicated that he is trying to comply with the ordinance, <br />but that he needed a better definition. Rossow indicated that there <br />are other properties in the Park on which trailers are parked, and <br />felt that there should be consistent treatment of property owners. <br />Rossow asked for a definition, and indicated that if he could not <br />meet the definition provided, the trailer would be removed. <br />However, all the other trailers in Ryan Industrial Park would have <br />to meet the same definition, and there should be no arbitrary <br />treatment of any of the property owners in the Park. <br />Keis pointed out that the City has tried to be even-handed in its <br />treatment of all the property owners in the Park. However, he <br />noted that the Code Enforcement Officer has not had the <br />opportunity to deal with all the properties in the Park as of yet. <br />However, this will be done within a given time period. <br />Barraclough suggested that Mr. Rossow submit a written statement <br />outlining the frequency of use of the trailer as well as its contents. <br />Rossow stated that he had a problem with that suggestion given <br />that this information is not required by ordinance. Rossow asked <br />the City to provide a definition that he would then comply with. <br />Keis felt that the ordinance addressed this situation adequately <br />given that use of a trailer for storage purposes is not a permitted <br />use in the Park. Montour agreed. Keis pointed out that the rest of <br />the issues as outlined by the Zoning Administrator were <br />acceptable. It is only the use of the trailer for storage that would <br />not be permitted. It was noted that the Zoning Administrator is <br />recommending a June 30, 2000 deadline for compliance. <br />Barraclough indicated that the frequency of the use of the trailer <br />was unclear to him. Keis pointed out that if the trailer were a <br />construction trailer, it would be moved in and out of the site and <br />would likely be empty. However, the trailer is being used for <br />storage. <br />
