MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 2000 <br />steep terrain. Access has occurred on the other side of the Mitchell <br />property where the terrain is not as steep. Klidzejs presented pictures of <br />the area that she described for the Planning Commission. She emphasized <br />the steepness of the area where the easement exists and the fact that it <br />would be more feasible to have an easement on the other side of the <br />Mitchell property for this access. Klidzejs did not feel gravel <br />underlayment will provide enough support for City vehicles because of the <br />severe grade of the easement area. <br />Klidzejs pointed out the new home being constructed at 3240 Twin Lake <br />Road, the fact that the new home is close to their property line, and builder <br />has pushed fill onto their property. Klidzejs noted that the house is only <br />within a couple of feet of the sanitary sewer easement. Klidzejs felt that <br />builder had not given much consideration to the impact on their property <br />in positioning the new house on the lot. <br />Ray Hanson noted that the house was twisted so that access for the house <br />would be from Twin Lake Trail rather than Mitchell Trail. Hanson also <br />pointed out that the City has indicated that the need to access its sanitary <br />sewer line would be very limited. <br />Duray pointed out that the Public Works Director has indicated that <br />accessing the sewer via the existing easement would not be a problem. <br />Klidzejs reported that when the Public Works Director visited her <br />property, he agreed that they had valid reasons for concern. Klidzejs <br />reported that she is trying to minimize the impact the development will <br />have on her property. Klidzejs reported that there are two choices at hand <br />for accessing the sewer line, and felt that if one causes a lesser amount of <br />impact, that is the choice which should be made. <br />Hanson felt that the ideal placement for the easement is at the western <br />edge of the Mitchell property where the sewer line actually exists. Hanson <br />agreed that the grade was less severe on the eastern edge of the property, <br />but pointed out that there are a lot of trees in this area which they would <br />like to preserve. <br />Keis pointed out that once construction is completed on the new homes, <br />and the underlayment, topsoil, and grass in place, there will be very little <br />traffic in this area. Keis noted that Public Works estimates the need to <br />access the sewer line will be once every three years. <br />Klidzejs suggested that the gravel placement under grass was not feasible <br />and that grass would not be able to be maintained. She also indicated that <br />every time a City vehicle accesses the area, there will be damage. <br />
