MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 2000 <br />Hanson pointed out that Preferred Builders has tried to accommodate the <br />neighbors, and noted that none of the easements exist on their property. <br />He also noted that none of the proposed homes would access Mitchell <br />Trail. <br />Klidzejs again indicated that they are trying to minimize the impact of the <br />new development on their property. She noted that their privacy is being <br />jeopardized. Klidzejs expressed concern about the possible future <br />development of Tract A with access for the new house being constructed <br />to come via Mitchell Trail. <br />Montour pointed out that access for the Klidzejs property at 3244 Twin <br />Lake Road is via Mitchell Trail. <br />Hanson pointed out that they are not proposing to use Mitchell Trail. <br />Klidzejs pointed out that there is nothing in writing to that effect and there <br />is no proposal to vacate Mitchell Trail. There is still the possibility that <br />Tract A could be subdivided in the future. Klidzejs stated that they are <br />trying to preserve the character of the neighborhood as much as they can. <br />Keis pointed out that the new house being constructed looks to be fairly <br />expensive, and he would assume that the new owners will have much the <br />same concerns that the Klidzejs have expressed. Keis felt that these new <br />homeowners will maintain the easement area and would prefer to look at <br />grass than at gravel. <br />Preferred Builders indicated that they will install the drive over the <br />easement, and again pointed out that the drive will not be used much. <br />Duray indicated that he can understand the concerns being expressed by <br />the Klidzejs family. However, the Public Works Department must have <br />access to the sanitary sewer line. Duray also pointed out that the Public <br />Works Director feels that the proposal for underlayment with topsoil and <br />grass over it is a workable solution. <br />Klidzejs asked if it would be the responsibility of the City to maintain the <br />grass and make sure it says green. The City Planner suggested that the <br />homeowner wou]d be responsible for this. However, if the City damages <br />the area in accessing the sewer line, then the City would do the necessary <br />restoration. <br />Klidzejs pointed out that there are other access areas along the lake for the <br />sewer line.
