MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 2000 <br />covering this gravel with topsoil and grass in these areas as well. Klidzejs <br />suggested that rather than proceed with this drastic change, the City leave <br />the grass as is and see if that would be adequate for getting its trucks in <br />and out. Klidzejs reported that she has been informed by several people <br />that the grass will not be able to be maintained if there is a gravel <br />underlayment. She suggested that she will obtain additional information <br />on this and present it to the Council. <br />Mr. Barraclough recommended approval of the Property Division of 3240 <br />Twin Lake Road into three single-family lots as requested by Preferred <br />Builders subject to compliance with the recommendations of the City <br />Planner and the Public Works Director, as well as the recommendation of <br />City Staff relative to addresses. <br />Motion seconded by Duray. <br />Motion carried 7 - 0. <br />PRELIMINARY The City Planner presented the Preliminary and Final Plat for the Market <br />& FINAL PLAT Place Shopping Center property. He noted that the plat was approved <br />MARKET a couple of years ago, but was never recorded. The plat before the <br />PLACE Commission this evening is relatively the same except for some slight <br />SHOPPING modifications. <br />CENTER <br />Mr. Carson recommended approval of the Preliminary and Final Plat for <br />the Market Place Shopping Center as presented subject to compliance with <br />the recommendations of the City Planner. <br />Motion seconded by Duray. <br />Motion carried 7 - 0. <br />CUP FOR Mr. Michael Melloy appeared before the Commission requesting approval <br />A BILLIARD of a Conditional Use Permit to allow a billiard hall as recreational use in <br />HALL - in the PUD District. Melloy reported that he is proposing to operate a <br />2900 RICE billiard hall in the Market Place Shopping Center. The hall would have <br />STREET - up to 26 tables as well as dart and other miscellaneous games. Melloy <br />MICHAEL reported that the billiard hall would be the site of various types of <br />MELLOY tournaments as well as open to the general public. <br />Keis noted the recommendations of the City Planner. Melloy stated that <br />he would comply with those recommendations. He also indicated that the <br />hours of operation he is proposing are from 9 a.m. until Midnight. Melloy <br />
