MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 2000 <br />stated that he would like to be open until 2 a.m., however, once he has <br />proven himself, he would come back to the City and make that request. <br />Keis pointed out the recommendations of the Ramsey County Sheriffs <br />Department. Melloy replied that he had no problem complying. <br />Duray pointed out the previous billiard hall at the Rice at C Center, and <br />noted that there were problems at that hall. Duray asked for additional <br />information about these problems. <br />Knudsen stated that he appreciated what Melloy was hying to do with this <br />business, and noted his law enforcement background. Knudsen asked <br />about young people frequenting the billiard hall. <br />Melloy indicated that he would enforce curfew regulations. He noted that <br />young people would be welcomed and encouraged in his billiard hall, but <br />they would be expected to behave and follow the rules. Melloy noted that <br />he will get to know the young people in the billiard hall. Melloy stated <br />that young people will not be allowed to loiter in or around the billiard <br />hall, and there will be no misunderstanding with the young people about <br />this. <br />Kraemer asked about fees. Melloy reported that fees will be charged by <br />the hour for billiard play. I{eis asked about gambling. Melloy repoi~Ced <br />that gambling will not be allowed to the extent that he is able to control <br />this activity. <br />Bob Grootwassink, owner of the Market Place Shopping Center, indicated <br />that there is a billiard hall in his Burnsville Shopping Center. It has been <br />in this location for the past 12 years. There have been no problems with <br />the billiard given that it is well policed, including the parking lot. This <br />billiard hall is open 24 hours per day. <br />Duray asked about the number of people allowed in the hall at any given <br />time. Melloy reported that he would comply with occupancy limits as <br />established by the Fire Marshal. <br />Duray asked about Melloy's security plans. Melloy reported that he would <br />have good security. There will be approximately five employees at the <br />hall during the afternoons and more in the evening. Employees will also <br />be responsible for patrolling the parking lot. <br />A member of the general public noted the previous problems with the <br />billiard hall at the Rice at C Center and was concerned that there would be <br />similar problems at the Market Place.
