MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 2000 <br />there are problems with kids hanging around the railroad tracks behind <br />Only Deals. <br />Grootwassink indicated that he was not aware that kids were hanging <br />around behind Only Deals. He indicated that he would look into this <br />problem and suggested that security cameras maybe installed in this <br />location. Grootwassink also indicated that there will be a clause in the <br />lease with the billiard hall to address security expectations. <br />Montour asked if the City had annual review of the amusement center <br />license. That review could be used to ensure that problems are being <br />addressed at the billiard hall. The Deputy Clerk pointed out that there is a <br />periodic review of the Conditional Use Permit. The Commission can <br />recommend conditions be attached to the CUP, including the condition of <br />annual review. <br />Melloy reported that the billiard hall that had operated at the Rice at C <br />Center did not control activities in the parking lot, and this was the <br />primary cause of the problems at this center. Melloy indicated that he <br />would control the parking lot and ensure that loitering does not occur, and <br />indicated that security is a key issue. Melloy suggested that if during an <br />annual review of the license it is found that there are problems with the <br />billiard hall, the City should not renew the license. <br />Mr. Montour recommended approval of the Conditional Use Permit to <br />allow a billiard hall as a commercial recreation use in a PUD District at <br />the Market Place Shopping Center as requested by Mr. Michael Melloy <br />subject to compliance with the recommendations of the Sheriff's <br />Department as well as the City Planner, subject to the hours of operation <br />being determined by the City Council, and asking staff to report to the <br />Council on the history and problems which occurred at the billiard hall <br />that was located at the Rice At C Center, if possible. <br />Motion seconded by Knudsen. <br />Motion carried 7 - 0. <br />CUP - 3173 The Zoning Administrator reported that Jacobsen Excavating has applied <br />SPRUCE for a Conditional Use Permit for outdoor storage for their property at <br />STREET - 3173 Spruce Street. There are currently three businesses in the building, <br />JACOBSEN one being Jacobsen Excavating, and the other two are tenants. The Zoning <br />EXCAVATING Administrator reported that there are recently been some upgrades made to <br /> the property. Mr. Jacobsen has indicated that he will complete Zoning <br /> compliance issues by June 30, 2000 with the exception of blacktopping, <br />
