MINUTES <br />PLANNING COMMISSION <br />JULY 13, 2000 <br />Patricia O'Neil indicated that they were given poor information by the <br />initial builder, and that it is now apparent that the grade is too steep to <br />access the lot via Keller Parkway. <br />Leonzal indicated that he has discussed the situation with the City Planner <br />and his suggestion was that the property owner work with the location of <br />the proposed house on the lotto see if the house can be placed to that a <br />driveway from Keller Parkway would work. This was done, however, the <br />best that could be done would be a driveway with an 11.6% grade. <br />Leonzal reported that the O'Neil's are proposing to construct a rambler on <br />their property given that Mr. O'Neil is handicapped and the home would <br />be handicapped accessible. Access from Keller Parkway hinders the <br />placement of the garage so that access from the garage into the home <br />provides for accessibility. Leonzal reported that the access that makes the <br />most sense would be from LaBore Road. <br />Duray asked about the adjacent property. Leonzal pointed out that the <br />O'Neil's owns both lots. There is a home on the other lot, but placement <br />of the home provides ample room for a shared driveway situation for the <br />two lots. <br />Montour pointed out that there are other steep driveways along Keller <br />Parkway. He also noted that the driveway from LaBore Road into the <br />O'Neil property is gravel <br />Leonzal reported that if the shared driveway is approved, it would be <br />paved. <br />Montour asked who would own the properties. Leonzal indicated that the <br />O'Neil's would continue to own the two lots. Montour pointed out that <br />one or both of the lots could be sold and the shared driveway situation <br />would remain. <br />Patricia O'Neil reported that a permanent driveway easement would be <br />recorded for the new lot. <br />Leonzal noted the existing location of the driveway as it abuts adjacent <br />properties and pointed out that the driveway would be moved further from <br />adjacent lot lines to minimize the impact on these properties. The area <br />between the driveway and property line could be landscaped to provide <br />screening for these neighbors as well. <br />Joel Beetman, attorney representing the O'Neil's, reported that he was not <br />involved when the property division was approved.
