Regular Meeting -~ April 6, 1954 <br />"RESOLVED, that the matter of placing <br />street signs for Hendry place and Viking Drive <br />as requested by Mr. Millette be referred to <br />the Village Engineer for a report to the Coun- <br />cil." <br />Ayes - 5 Nays - 0 <br />The resolution was adopted. <br />Leonard Runastrand, special police officer of the village, <br />informed the Council that he feels that he should have full authority <br />as a village police officer because the present limitation of author- <br />ity to the Aragon Night Club where he is employed for police work <br />makes it irnpossiba.e for him to go beyond the premises of that place <br />to make an arrest. The village attorney advised Mr. Runastrand that <br />he has full authority to make an arrest even off the premises for any <br />violation attempted or committed on bhe premises. <br />Mr. Lance Stapes of 2430 Rice Street presented himself to <br />the Council and asked about the or.dincance requiring licenses for the <br />maintenance of e.musement parks. pfr. Stapes informed the Council that <br />he had purchased two ponies or small horses but that he taould not <br />have them on his premises very long since he intended to take his <br />entire carnival equipment on the road commencing May 15th. He was ad- <br />vised that he could not conduct any carnival or amusement operation <br />on his property without first procuring a license provided by the <br />ordinance. He was also advised that if the keeping of horses or any <br />other animals or show equipment was in violation of the zoning 1a.c,Js <br />that he would be so advised by the village and thereafter 1f ttffected <br />property ojnrners chose to do so, they cou7_d. commence action to enjoin <br />him from canti.nuing any 111ega.1 use of his property. Mr. Stapes <br />again pointed out that he would be orr the road with his equipment by <br />May 15th so it appeared that before either th.e village or any private <br />property owners cou]_d do anything aboo.t it, the violations would, in <br />all probability, have stopped. <br />The Clerlt informed the Village Council that Mr. Marcel Gagne <br />of 235 East Little Canada Road had made application for on and off sa7.e <br />non-intoxicating beer license to be used at 2826 Rice Street. The <br />Clerk further advised the Council that he had checked with the sheriff <br />and other authorities and that Mr. Marcel Gagne has an excellent re- <br />cord and there a.re no reasons for refusing to grant him a license. <br />Upon motion by Spooner, seconded by Vitale, it was <br />"RESOLVED, that the Council hereby author- <br />izes and instructs tine Clerk to issue an on <br />sale and an off sale non--intoxicating beer li- <br />cense to ,Marcel Gagne pursuant to his applica- <br />tion." <br />Ayes - .5 Nays - 0 <br />Tile resolution was adopted. <br />2 - <br />
