Regular ideeting -- April 6, 1954 <br />`Phe v111age attorney read an ordinance which he had been <br />instructed to prepare establishing a village board of health. He <br />explained to the Council that unless the village establishes its own <br />board of health, the village would come under the ,jurisdiction of the <br />board of health of the Town of New Canada.. He explained that if it <br />became necessary, which it undoubtedly would, for the New Canada <br />Totan Board of health to perform health duties in the village, the <br />town would bill the village for these services at vrhatever rate or <br />fee the town chose to charge. There was some discussion and a few <br />minor changes in the mooring of the ordinance. Nadeau moved to adopt <br />Oi~DINANCE #8 <br />AN ORDINANCE CREATING A LOCAL BOARD OF HEALTH, <br />DEFINING I.TS PO~IERS AND DUTIES AND PROVIDING <br />A Pi+,NALTY FOR T131~ VIOLATION OF T^1 S LAWFUL <br />ORDERS. <br />Vitale seconded the motion. After further discussion, the Mayor <br />ordered the Cleric to call the roll. The roll being called, there <br />were Ayes 5, a.nd Nays 0, as follows: <br />Mayor L. W. Me1a_ncon Aye <br />E. R. Vitals Aye <br />So the Ordinance was adopted. <br />Mr. Hemmer, the village attorney, informed the Council that <br />New Carttla Township, the V111a~;e of Roseville, and white Bear Tot•rnship <br />have all adopted resolutions requiring the owners or developer of any <br />new plat or any person opening a street in any existing plat which <br />had not previously been grated or opened, to not only grade these <br />roads according to township or villafre specifications as to grade <br />levels, but also to complete the construction of the road or street <br />by a final application of a four inch bituminous trerated sta.billzed <br />surface and the proper construction at ea.oh side of the surface area <br />of boulevard and sidewalk berms. He also advised the Council that <br />since all of the municipalities surrounding our village have adopted <br />tlris regulation, that it was a.lmo>t unavoidable that we do likewise <br />if we do not want to have a lot of cheap a.nd poorly planned develop- <br />ments occurring within our village. If Little Canada does not re- <br />quire streets to be finished in this manner before tYrey are accepted <br />for rnaintenance it will becorno necessary for the village to stabilize <br />and surface new streets at the general expense of all taxpayers in the <br />village. Since other municipalities are compelling the burden of ex- <br />pense to rest upon the newly developed property, it seems only reason- <br />able that we should do likewise. It was pointed out that Mr. Carley, <br />the vi7_lage engineer, could not attend. this meeting because of his ab- <br />sence from the city bu.t that a.t a special or regular meeting he will <br />submit the regulations drat have been adopted by these other municS.m <br />panties. <br />- 3 - <br />
