Regular Meeting -May 14, 1958 <br />Mr, Jaclt Ger.onime and Mr. Francis Garceau appeared before the Council <br />and complained about dogs running loose in their area. Both these men reside in <br />the Sunrise Heights area. The Council explained the Village dog ordinance and <br />pointed out that every person has a right to prosecute dog owners who permit their <br />dogs to violate another person`s premises, <br />Upon motion by Vitale, seconded by Nadeau, it was <br />"RESOLVED, That a general information letter regarding <br />the responsibility of dog owners be published and circularized <br />through the entire village, and further, that the Council here- <br />by declares, pursuant to Section 1, Ordinance No. 21, Lhat alI <br />dogs be kept on the owner's premises and prohibited from run- <br />ning upon the streets of the Village unless held on a leash by <br />the owner or custodian, during the period of March 1st to Novem- <br />ber 1st of each and every year." <br />Ayes - 5 Nays - 0 <br />The resolution was adopted, <br />Mr, Mike Stszeynske, representing the Little Canada Volunteer Fire De- <br />partment, appeared before the Council and requested that the Council provide some <br />expense money for firemen to attend the annual State Fire Department A soclation . <br />convention at Grand Rapids, Minnesota, in June. He based his request upon a letter <br />from the Association advising member fire departments to take advantage of the pro- <br />visions of Minnesota Statutes, Section 438.11 which authorizes villages to pay <br />reasonable expenses for members of a regularly organized fire department when they <br />attend such conventions. After some discussion, Mr. Memmer obtained a copy oP <br />Section 438.11 and explained that the language appeared to provide that only regu- <br />larly organized fire departments and not volunteer fire departments may receive <br />such payments. The Village Attorney offered to write a letter to the Attorney Gen- <br />eral and aslt for an opinion to clear up the question o:F whether or not such payment <br />could be made to a volunteer department. <br />Don Carley, Village Engineer, appeared before the Council and presented <br />a report of his study of the coil conditions on Vanderbie Road, Allen Stx•eet, and <br />that portlon of LaBore Road between Noel Drive and Edgerton. He explained that <br />the sub-soil consists mainly of peat and black dirt with a high water table coming <br />up to about three f®et below the surface. He explained that to put these streets <br />in condition would require excavation of large quantities of the present sub-surface <br />which would be replaced with gravel. The estimated cost of doing these three blocks <br />of streets vas approximately $31,000.00. The Council accepted his report and <br />placed the written material on file for future reference, <br />The Clerk advised the Council that. he had received a phone call from the <br />engineering firm of Maguey, Tesler and Setter in St, Paul stating that within a few <br />weeks the Village would receive plans for the new Junior. Haghscheol at Flower and <br />Rice Street, In connection with this matter the Mayor raised the subject of drain- <br />age on Flower Street between Karp's home and the Auge farm< <br />Upon moi:ion by Spooner, seconded by Loeffler, it was <br />"RESOLVED, That the Clerk be and is hereby instructed to write <br />to Magney, Tesler and Setter calling their attention to this drain- <br />age problem an Flower Street and requesting that the School Board <br />- 2 - <br />
