Regular Meeting - September 10, 19G8 <br />hSr. Walton Lindquist of 32.45 Twin Lalce Road, appeared before the Council <br />regarding the construction of a garage on his home property, such garage to have an <br />area of slightly more than 900 square feet. 'the Building Inspector explained to <br />the Council that this is over the maximum size limit for a garage as designated in <br />the Building Code and that he could not issue a permit therefor without approval <br />of the Village Council. Mr. Lindquist assured the Council that he had no intention <br />of using this building for any sort of pusiness enterprise or for any sort of home <br />business activity. <br />Upon motion by Nadeau, seconded by Loeffler, it was <br />"RESOLVED, That the Building• Inspector be and is hereby <br />authorized to issue a permit to Mr. Walton Lindquist of 3245 <br />Twin Lake Road to construct a garage in excess of. the maximum <br />size prescribed by the Building Code with the understanding <br />that no business of any kind is to be conducted on the pre- <br />mises." <br />Ayes - 4 Nays - 0 <br />The resolution was adopted. <br />Mr. McCubrey, St. Paul District Engineer for the Miutesota Nighway Depart- <br />ment, appeared before the Council accompanied by Mr. Davies and Mr. Thorsen, both <br />of the Nighway De parT,ment. Mr. McCubrey advised the Council that a footbridge at <br />Demont Street going over the new highway will be designed as soon as school. con- <br />struction starts. The Council advised Mr. McCubrey that the school construction at <br />Rice and flower Street is already under way and hir. McCubrey made a note of that <br />fact stating that he would advise the highway engineering staff t.o commence the <br />design of the bridge at once. <br />Mr. Thorsen was called upon by Mr. McCubrey t:o explain the Nighway Depart- <br />ment s position with reference to equalizer pipes under the highway in Savage Lalce. <br />Ne stated that a 36" equalizer pipe should be adequate to maintain the lake Level <br />but indicated that because of additional information as to a variation in lake level, <br />that the pipe would be installed at a lower level than originally prescribed in tkte <br />plans. 7'he Council insisted that two pipes should be installed and Mr. Memmer, Vil- <br />lage Attorney, pointed out that the highway engineers were in no position to cate- <br />gorically hold that t:wo pipes would not be more effective than one. Mr. McCubrey <br />said that he would consult further on this matter with the Bighway Department; staff. <br />Mr. McCubrey oxen pointed out that the drainage at McMenemy and A.rlcwrlght <br />would require oversize pipes that would cost $4,400.00 more than the original design <br />called for. Ne said that the only way the Department would put in these larger <br />pipes would be i.f the Village paid the difference i.n cost. Mr. Carley, Village En- <br />gineer, disputed the drainage area figures produced by the highway engineers. This <br />matter was then referred to hir. Carley for additional study and further conference <br />with the State Nighway Department. <br />Mr. McCubrey then produced the plans for the construction of Nighway No. <br />390 from Little Canada Road North to Rice Street. A txumber of citizens, particularly <br />those operating truck farms along the West side of Centerville Road in the Village, <br />were present at fire meeting for the purpose of learning what effect the construction <br />of the highway at this point would have upon the present drainage problem in the <br />area of their farming operations. It was pointed out to the highway engineers that <br />the highway drainage, if carried Southward from County Ditch No. ? to the waterworks <br />_ 2 _ <br />
