Regular Meeting - September 10, 1958 <br />right-of-way near Little Canada Road and Centerville Road along the new highway <br />right-of-way, the danger of flooding i.n the area West of the new highway near the <br />intersection of County Ditch No. 7 and the waterworks right-of-way would be mater- <br />ially lessened. Upon studying grades and design as worked out on the highway maps, <br />the engineers ahowed that the highway grade is 20 ft, higher at the South end of <br />the section in question than what it is at the point where it intersects County <br />Ditch No. 7. Because of this great difference in grade, tlxe only way i;he water <br />could be drained Southward would be by means of an extensive and very costly under- <br />gx•oxtnd storm sewer system. This expensive project, the engineera maintained, could <br />not be ,justified to the Highway Department staff or to the Thxited States Bureau of <br />Roads. The engineers did, h<nvever, say that they would install 60" concrete pipes <br />for both Ditch No. 7 and the waterworks right-of-way ditch where these ditches go <br />under the Highway. The engineers also agreed to lower these pipes if the Village <br />Council decided i;o do any ditch work that. would regztire a steeper ditch grade than <br />exists now along Ditch No. 7 and the waterworks right-of-way ditch so as to increase <br />'the potential :Clow, <br />There was considerable discussion lasting for more than an hour about <br />this whole drainage problem. T'he affected property owners were in favor of having <br />the V111age undertake some work to improve Ditch No. 7. A suggestion was made that <br />possibly the Village could provide drainage Southward along Edgex•ton Street so as <br />to substantially reduce the potential water flow through Ditch No. 7, The Council <br />agreed to take the matter under advisement and to study the possibilities of working <br />out these problems so as to give the Highway Department further information before <br />the actual highway construction is completed to the point of installing the 60" pipes. <br />submitted: <br />Upon motion by Vitale, seconded by Loeffler, the following resolution was <br />"WFIEREAS, the Commissioner of Highways has prepared plans and <br />specifications for the improvement of a part of Trunk Highway No. <br />390 renumbered as Trunlc Highway Number 35 within the corporate <br />limits of the Village of Little Canada Bridges 9096 and 9097 be- <br />tween 310 feet south of Little Canada Road and 820 feet northwest <br />of Jct. T.H. 49 (Rice Street) and also Bridges 9196 and 9197 over <br />N.P. Ry. track,; and <br />"NHEREAS said plans are on -file in the office of the Depart- <br />ment of Highways, Saint Paul, Minnesota, being marked, labeled, <br />and identified as S.P. 6280-14 (35_390) 6280-19, Br. 9096; S.P. <br />62£30-20, Bridge No. 9097, and also Bridges 9196 and 9197 over N.P. <br />Ry tracks, etc., which, together with the Minnesota Department of <br />Highways Specifications for Highway Construction, dated July 1, <br />7.947, and Supplement No, 1 to the Minnesota Department oP Iighways <br />Specifications for Highway Consi:ruci:ion, effective April 15, 1953, <br />on file in the office of the Commissioner of Highways, constitute <br />the specifications for said improvement of Trunlc Highway Number 390 <br />renumbered as Trunk Highway Number 35; and <br />"SYHEREAS copies of said plans and specifications as so marked, <br />labeled, atad identified are also on file in the office of the Vi7.- <br />lage Clerk; and <br />"WHEREAS the term °said plans and specifications' as herein- <br />after used in the body of this resolution shall be deemed and <br />intended to rnean, refer to, and incorporate the plans and specifi- <br />cations as in the foregoing recitals particularly identified and <br />described. <br />(continued) <br /> <br />
