Regular Meeting - April 13, 196p• <br />Mr. P. Savage, 306 E. Little Canada Road, asked if the Council would <br />grant permission for him to place a trailer in his yard to provide living quarters <br />for his mother. The Council explained that such permits are limited to ninety days <br />by the terms of the Building Code and the zoning law. Mr. Savage said that he had <br />contacted all his immediate neighbors and that no one had any objection to this. <br />He was then advised that the Council would take no action with reference to his re- <br />quest but that if anyone complained of the trailer, he would have to move it. <br />Mr. Spooner asked the Clerk to publish a notice in the St. Paul Dispatch <br />and the Ramsey County Review to the effect that the Council has banned the burning <br />of grass and debris and that any person wishing to start such afire must secure a <br />permit from the fire chief. <br />Mr. Vern Montgomery and Mr. Richard IDlillette appeared before the Council <br />upon behalf of the Civil Defense program and asked for money to finance the program <br />within the Village. D4r. Montgomery was advised that he should clear all proposed <br />expenditures with the Council and when such expenditure is approved, he could go <br />ahead, and present the bill when due. Mr. Montgomery presented a bill for y626.35 <br />for miscellaneous articles required by the Civil Defense program. <br />Upon motion by Spooner, seconded by Coenen, it was <br />RESOLVED, that the amount of X26.35 be authorized for payment. <br />Ayes - 4 Nays - 0 <br />Mr. Bruns, 1258 Park Avenue, St. Paul, presented a Petition with several <br />signatures asking to rezone Block 2 of Southern Slopes Addition so that he could keep <br />cattle there. <br />Upon motion by Vitale, seconded by Melancon, it was <br />RESOLVED, that no permits for rezoning be authorized for keeping cattle <br />and that the Petition be returned to Mr. Bruns forthwith. <br />Ayes - 4 Nays - 0 <br />Mr. Spooner stated that he had received complaints from several residents <br />that people located at Noel Drive and Little Canada Road are dumping refuse on their <br />property. Mr. Millette, Deputy Health Inspector, was instructed to call upon the <br />owners and advise them that such dumping is illegal and also to require them to <br />clean up the place. <br />Mayor Melancon stated that he had talked with Mr. Kuhlman, owner of the <br />garage on Rice Street south of County Road "C" with reference to the large nwnber of <br />cars now on that premises. He stated that the owner has promised him to get rid of. <br />these cars as fast as he can; that they are not for the purpose of junking but they <br />were simply being stored by him awaiting payment from the owners. The garage owner <br />also stated that he is going to grade the back of his property and make it level <br />and that he will thereafter have probably not more than five or six cars stored <br />outdoors at any one time. <br />-2- <br />
