Savard - Consba;ble ..............................4y1 <br />`1'he Clerk presented to the Council a report and a letter from the Secretary <br />of State o£ the State of B4innesota indicating that the official 1y60 census for <br />the State of P:linnesota has been certified to and filed by the Secretary of State <br />as of llecembex• 1, .1y60. ']'he Clerk went on to explain that since this census repox•t <br />h.ad. been cert:Lfied to the Secretary of State, it is now official and the ViJ.lage <br />may issue another on-sale liquor license. `1'he applications submitted in letter <br />form by Itirhard Jacobsen and also by the Rice iiowl:Lng Alley were discussed at <br />considerable length. `i'he CounaLl was advised that the serving of liquor in <br />bowling alleys raises the question of whether or not the law relating to minors <br />being present in a place where liquor is being served is not being violated. <br />`1'he Council generally felt that it was much better not to have haxd liquor availa;b:Le <br />in a bowling alley since many young people and. teenagers participate in bovr].ing. <br />Upon motion. by Loeffler, seconded by Vitale, it was <br />1]ESOLVJ;D, that the Clerk be, and is }rereby, instructed 'to grant to and <br />issue an on-sale hard liquor license to Richard Jacobsen upon the payment of <br />13584.00, the pro-rated license fee for the balance of the license yeax• ending <br />June 30, :1y61, as soon as Bor. Jacobsen has completed his formal application and <br />submitted a bond as :required by law. <br />byes-5 I~°ays-0 <br />The question eras brought up by the Clerk that some people in the Village <br />vronder vrhy the Village continues to employ a local police officer when it has <br />engaged the services of the sheriF£°s office for policing. ;!4ost of the Councilmen <br />were of the opinion that the sheriff°s office alone'vrould not constitute a complete <br />service and that much necessary and valuable police work is done by the Village <br />officer. Such things as the investigation and supervision of juvenile activities <br />in the Village, answering police calls with respect to domestic proplems and a <br />food many other items are more satisfactorily handled by a local police officex <br />who knovrs evexyone pexsona].ly than by the changing personnel. of the sheriff°s <br />office.
