MINUTES <br />CITY COUNCIL <br />AUGUST 13, 2008 <br />The City Administrator indicated that it may not be necessary to undertake <br />all the work outlined in Bid Alternative #1. This will be determined as the <br />project moves forward. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2008-8-193 -AWARDING THE LOW BID OF <br />TOWER ASPHALT IN THE AMOUNT OF $246,560.16 FOR CONDIT <br />STREET ROAD IMPROVEMENT, WHICH INCLUDES <br />ALTERNATIVE #1 TO THE EXTENT DETERMINED NECESSARY <br />BY THE CITY ENGINEER, SUBJECT TO THE ACQUISITION OF <br />THE NECESSARY EASEMENTS INA TIMELY MANNER <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />KOHLMAN The City Administrator reviewed the City Engineer's report dated <br />LANE August 13, 2008 relative to the Kohlman Lane sanitary sewer extension <br />SEWER which has been constructed to serve the future development of the <br />northeast quadrant of the City. The Administrator reported that a portion <br />of this sanitary sewer was installed utilizing directional boring given the <br />depth of the installation as well as limited area within which to work. <br />After the sewer line was installed, a televised inspection was conducted. <br />During that inspection it was discovered that that a 50 foot section of the <br />line has a 2-inch sag. The Administrator noted that there is still a positive <br />grade to the sewer line. It is the contractor's contention that the radio <br />signal fi•om the KSTP towers interfered with their directional boring <br />equipment during installation. <br />The Administrator reported that the City Engineer and Public Works <br />Superintendent met with the contractor to discuss the situation. There <br />appear to be two solutions. The first is to fix the line. The cost to repair at <br />this time (prior to installation of the new street) is estimated at $60,000. <br />The contractor believes that due to unforeseen conditions, they are not <br />responsible for the repair. The other solution is to leave the sewer line as <br />is and require a 5-year bond in the amount of $200,000. Should problems <br />arise from the sewer line within that time period, the bond could be drawn <br />upon to make the repair at the full responsibility of the contractor. The <br />Administrator also noted that the line could be added to the City's listing <br />of "hot spots" with annual maintenance done to this line. The <br />Administrator noted that there are no sewer services in this area of the <br />line. <br />
