MINUTES <br />CITY COUNCIL <br />AUGUST 27, 2008 <br />Montour asked if both sewer and water would come from East County <br />Road B-2. Kurth replied that sanitary sewer will come from B-2 and there <br />will be an easement through the LaVaque property for the sewer. Kurth <br />replied that he has not yet discussed with the City Engineer where water <br />main should come from. <br />George Thompson, 597 Viking Drive, asked if the property would be <br />developed as single-family or multi-family. He asked if the new home <br />would be multi-story as well as if fencing or a retaining wall is planned on <br />the property. Blesener replied that the property is zoned R-1, therefore, <br />the home that is constructed will be single-family. Blesener further noted <br />that most homes built today are two-story and pointed out that the City <br />Code has a maximum height limitation. The design of the home as well as <br />whether or not there is fencing, retaining walls, etc. will be up to the <br />buyer. <br />The City Administrator pointed out that a building permit is needed for <br />any retaining wall over four feet in height and that it must be designed by <br />an engineer. <br />Montour asked if the City Engineer will review the site plan for the new <br />house. The City Administrator replied that the Building Official will <br />review the site plan and building plans. If there are any concerns about <br />drainage, etc., the Building Official would consult the City Engineer. <br />Blesener noted that drainage on this lot is likely to go to the north and east, <br />away from the Thompson property. <br />Blesener asked about on-street parking on Viking Drive adjacent to this <br />new lot and to the corner. Blesener• noted the correspondence that the <br />Council received from a nearby property owner expressing concern about <br />visibility at the intersection. Montour suggested that once the driveway is <br />in place, visibility issues could be evaluated. It may be necessary to post <br />this section of Viking Drive as no parking. <br />McGraw asked the impact on visibility fiom construction trucks. Kurth <br />reported that construction trucks ar•e also a concern of Magellen. He noted <br />that part of their driveway permit will require that a concrete driveway be <br />constructed prior to construction starting on the house. Blesener noted <br />that most of the construction traffic could then occur on the lot. <br />Kurth reported that they are requesting both preliminary and final plat <br />approval this evening. The City Planner indicated that although a plat was <br />requested for this division, it is being processed as a simple property <br />division. <br />7 <br />
