MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 11, 2008 <br />Knudsen noted that The City has worked long and hard to strike a balance <br />between the City's desire to limit outdoor storage and the needs of <br />businesses in the I-1 District. Knudsen pointed out that outdoor storage <br />must be an accessory to the business, not the principle business. Renting <br />outdoor storage space to allow someone to park their RV on the site would <br />not be allowed. <br />Lillemoen pointed out that he has a lot of asphalt on the property that he <br />would not be able to make use o£ Knudsen replied that the fact that there is <br />asphalt there does not mean Mr. Lillemoen needs to fill it. <br />Duray pointed out that an option would be for Lillemoen to lease outdoor <br />storage to an I-1 business within Little Canada. That would require an <br />interim use permit. The City Planner agreed and informed Mr. Lillemoen <br />of the specific requirements for an IUP. <br />Lillemoen stated that it is then his understanding that he cannot have a <br />separate outdoor storage business. Knudsen replied that that is correct. <br />Lillemoen asked if he could have storage related to his auto restoration <br />business as well as store his own boats, trailers, and RVs. The City Planner <br />indicated that a property owned by a business owner is eligible for storage <br />related to the business as well as storage of personal recreational vehicles <br />and equipment. <br />Lillemoen asked about parking and lighting. The City Planner replied that <br />the revised site plan is in compliance relative to parking and lighting. <br />Lillemoen asked the process for an IUP. The City Planner indicated that <br />should Lillemoen find a local I-1 business that needs additional outdoor <br />storage, he would have to make application for an IUP. That storage would <br />be subject to the same outdoor storage conditions listed in the ordinance. <br />Mr. Knudsen recommended approval for the Conditional Use Permit for a <br />Major Auto Repair License for Mr. Roger Lillemoen at 180 Ryan Drive <br />subject to compliance with conditions a., c., d., £, and g. listed in the City <br />Planner's report dated September 5, 2008. <br />Motion seconded by Duray. <br />Motion carried 7 - 0. <br />Mr. Knudsen recommended denial of the Conditional Use Permit for open <br />and outdoor storage of vehicles, boats, trailers, recreational vehicles, and <br />storage/shipping containers, as well as a Variance from outdoor storage <br />height limitations for recreational vehicles, and a Variance from screening <br />requirements within the Light-Industrial Zoning District as requested by <br />7- <br />
