MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 11, 2008 <br />Roger Lillemoen, 180 Ryan Drive, as the Zoning Code does not allow <br />outdoor storage as a principle use of a property, but rather an accessory use <br />for a business that occupies building space on a property. <br />Motion seconded by Duray. <br />Motion carried 7 - 0. <br />At this point, 9:00 p.m., Katie Socha left the meeting. <br />STORMWATER The Commission reviewed the draft Stormwater Management Ordinance. <br />MANAGEMENT The City Planner indicated that the primary impact of this ordinance is to <br />ORDINANCE require more extensive review of Stormwater management on developing <br />and redeveloping properties. This ordinance would require properties with <br />20,000 square feet or more of disturbed area to comply with its regulations <br />as well as submit Stormwater Pollution Prevention Plan (SWPPP). The <br />Planner indicated that the Watershed has a threshold of 40,000 square feet <br />of disturbed area for compliance with Stormwater management regulations. <br />If this ordinance is adopted by the City, that threshold is lowered to 20,000 <br />square feet of disturbed area. The Planner indicated that the basic purpose <br />of the ordinance is to get a better handle on where Stormwater is going and <br />how it is being handled so that streams and lakes are not polluted. <br />Knudsen asked the impact to Little Canada property owners. The City <br />Planner indicated that most commercial development would already be <br />subject to Stormwater management regulations. Lowering the threshold to <br />20,000 square feet of disturbed area will bring in some additional <br />development. It will allow the City to work with developers to capture <br />stormwater and direct it to rain water gardens and other treatment <br />mechanisms. <br />Duray pointed out that the proposed ordinance was reviewed in details at a <br />couple of workshop meetings some time ago. He asked about the <br />ordinance's impact on single-family property owners. The City Planner <br />replied that the 20,000 square foot threshold was chosen since it would not <br />impact most single-family properties. The Planner noted that the <br />application of this ordinance will impact mainly commercial development. <br />Duray recommended approval of the Stormwater Management Ordinance as <br />submitted. <br />Motion seconded by Pechmann. <br />Motion carried 6 - 0. <br />-8- <br />
