If located within a shopping center, the use has its own exclusive exterior access. <br />2. Any and all applicable local, state and federal laws, permits licenses and <br />operational regulations are complied with. <br />3. The use is located and developed so as not to create an incompatible operation <br />problem with adjoining and neighboring commercial and/or residential uses. <br />4. The hours of operation shall be subject to City Council control and change as a <br />means to maintain compatibility of uses and activities. <br />5. All therapists are licensed in accordance with the requirements of the Municipal <br />Code. <br />3.
