MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2019 <br /> <br /> - 3 - <br />Schwalbach moved to recommend approval of an Interim Use Permit at <br />3101 & 3137 for an additional 20 years, or the time limit agreed to by the <br />City Council, along with the conditions in the agreement. <br /> <br />Motion seconded by Westadt. <br />Motion carried 7 – 0. <br /> <br /> <br />The consulting city planner Grittman reported that the Finishing Trades <br />Institute of the Upper Midwest is located in the building at 3205 Country <br />Drive, and they are seeking approval to locate a temporary classroom on the <br />property to the south or southeast of the current building. He explained that <br />the classroom trailer would be located in the existing parking lot area for a <br />period of up to three years. The applicant indicates that up to 40 students <br />would occupy the building during daytime hours, Monday through Friday. <br /> <br />Grittman explained that the site is zoned PUD, Planned Unit Development, <br />and was part of the PUD rezoning that established allowed uses and <br />limitations on the adjoining Drywall Supply property, now occupied by <br />Pallet Service Corporation. He stated that the primary purpose of the PUD <br />zoning district for this site was to manage the subdivision and <br />redevelopment of the property as it transitioned from a single user lumber <br />yard to a subdivide multiple occupancy property. Under the PUD, all of the <br />adjacent businesses utilize a common access driveway from Country Drive, <br />but are otherwise independent sites. Grittman stated that the Comprehensive <br />Plan shows primarily office, warehouse and industrial uses in this area. He <br />noted that since the request is temporary only in this case, the City can <br />consider the classroom under an interim use permit as part of the existing <br />PUD. <br /> <br />Grittman explained that the issues raised by the temporary classroom are the <br />use of a temporary building rather than a permanent addition which is <br />typically expected, and parking supply since the proposed classroom would <br />occupy several existing parking spaces that were required as part of the <br />original PUD approval. He explained that the applicants propose to install <br />the trailer for a period of up to three years, and the building will be <br />approximately 31 feet wide, including the access stairs, by 68 feet long. He <br />stated that the locations proposed would not appear to raise issues for the <br />function or appearance of the development, and would have limited <br />visibility from Country Drive. He explained that the interim use permit <br />would specify the time limit, and the City would utilize a written agreement <br />to ensure that the building is removed in a timely manner. He noted that <br />some cities will add a financial security requirement to encourage the <br />removal of the temporary building, as well as cover the costs of city <br />enforcement if that becomes necessary. <br />3205 COUNTRY <br />DRIVE INTERIM <br />USE PERMIT
