MINUTES <br />CITY COUNCIL <br />DECEMBER 1, 2021 <br />of all street costs and 100% of all new curb and gutter costs will be assessed to the benefitting properties <br />per the City's Special Assessment Policy, but spot utility costs will not be assessed. <br />The City Engineer reported that the project staff held individual meetings with each property owner on <br />the eastern portion of Woodlynn Avenue on October 6, 2021. He stated that representatives from each <br />business were presented with preliminary designs with the opportunity to discuss the condition of <br />existing infrastructure and provide feedback. He reported that generally, owners voiced concerns about <br />reductions in parking and commercial vehicle access, and these comments were taken into consideration <br />and preliminary designs were revised. He noted that follow-up meetings with impacted businesses were <br />held in November and revised preliminary designs were once again presented to the businesses. He <br />noted that the property owners generally understood the need for the project and approved of the revised <br />street layouts. <br />Keis asked where the stormwater from Woodlynn will go. The City Engineer explained it will go to the <br />lowest point of Woodlynn on the east end, and then flow into the Waterworks property and then <br />dissipate into the stormwater system. He noted there will also be a paved roadway leading from <br />Woodlynn to the Waterworks trail, which will be a connection to the trail for pedestrians, along with <br />being an emergency exit out of the Woodlynn industrial area when the train tracks are blocked. <br />The City Engineer explained that the proposed improvements to Ryan Drive include full depth <br />reclamation with new asphalt paving, and also replacement of a collapsed storm sewer on the south side <br />of Ryan Drive. He noted that a new low-pressure sanitary sewer main is proposed along Ryan Drive in <br />order to provide future sanitary sewer service to three parcels that are currently on septic. He stated that <br />in accordance with a previous agreement with the Ryan Industrial Park, 100% of all street and storm <br />sewer costs will be assessed to all properties within the Ryan Industrial Park. Costs for the low-pressure <br />sanitary sewer main along Ryan Drive will be assessed 100% to the three benefitting property owners. <br />The City Engineer stated that a connection would occur at some point in the future when sewer service <br />changes from septic to City -sewer. He noted that although the three property owners are currently not in <br />favor of the proposed sanitary sewer improvement, staff recommends that the improvements be installed <br />with special assessment amounts being deferred since City sewer service is a benefit to these parcels. <br />He noted the deferred assessment for the sanitary sewer must be paid either at time of a sewer <br />connection or when the property is sold. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2021-12-141— RECEIVE THE FEASIBILITY REPORT AND <br />CALL FOR A PUBLIC HEARING ON IMPROVEMENT NO. 2022-05 WOODLYNN <br />AVENUE ONMONDAY, JANUARY 10.9 2022 AT 5: 00 P.M. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5).
