MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 2008 <br />be able to store his RV and boat on the property. The Planner again noted <br />that the outdoor storage must be an accessory use to the principal business <br />operation and related to the business. Keis noted that the business would <br />be major auto repair. Therefore, the RV and boat could be store when <br />they are waiting for repair provided that Lillemoen has a CUP for outdoor <br />storage. <br />Blesener pointed out the City's efforts to keep this a commercial area. <br />Lillemoen noted that without a major auto repair license, the City is <br />banning him from his own property. Allan noted that this is a commercial <br />property and a license is needed in order to operate a major auto repair <br />business from this property. Allan also noted the City's efforts relative to <br />controlling outdoor storage. The Planner again stated that the storage <br />must be accessory to the principal use of the property and then by CUP. <br />Blesener asked about the height limitation for outdoor storage other than <br />for commercial vehicles. The Planner indicated that outdoor storage is <br />limited to a maximum of eight feet, except for construction equipment. <br />That equipment must be stored in its most compact condition. The <br />Planner noted that under this height limitation an RV would be subject to <br />the eight foot height limitation. A variance would be necessary to exceed <br />the limitation. <br />Allan noted that the building is a large one and suggested that Lillemoen <br />store his RV inside. Lillemoen stated that he would if he has the room. <br />Lillemoen asked the Council to consider his Variance request from the <br />height limitation for his RV. Blesener noted that a Text Amendment <br />would be another option to consider. McGraw pointed out the Council's <br />long discussion on outdoor storage and this height limitation, with the only <br />exception being for construction equipment. Rather than a Text <br />Amendment, McGraw indicated that he would prefer to deal with <br />variances of this nature on a case-by-case basis. Allan agreed. <br />The City Attorney noted the City Planner's discussion in his report <br />relative to variances and the standards that must be met to warrant the <br />granting of a variance. He noted the Planner's recommendation for denial <br />of the variance as there is no hardship present to warrant it. <br />Blesener asked if in the Council's previous outdoor storage discussions, it <br />was the intent to limit outdoor storage to business-related items <br />eliminating the possibility that the owner could store personal items such <br />as an RV or a boat. Allan noted that in the City's residential areas, <br />outdoor storage of recreation equipment is limited to the occupant of the <br />property.
