MINUTES
CITY COUNCIL
SEPTEMBER 24, 2008
license and operate from his property like a business. The City could
consider a text amendment allowing for business owners to store their own
recreational equipment outdoors by CUP. In the meantime, Lillemoen
would have to store his RV and boat in his building until the Code was
amended.
There was no one else present wishing to comment on this matter.
Upon motion by Allan, seconded by McGraw, the public hearing was
closed.
Mr. Keis introduced the following resolution and moved its adoption:
RESOLUTION NO. 2008-9-227 -APPROVING A CONDITIONAL
USE PERMIT FOR MAJOR AUTO REPAIR FOR ROGER
LILLEMOENAT 180 RYAN DRIVE SUBJECT TO COMPLIANCE
WITH RECOMMENDATIONS a., c., AND rl. AS OUTLINED IN THE
PLANNER'S REPORT DATED SEPTEMBER S, 2008
The foregoing resolution was duly seconded by Blesener.
Ayes (5).
Nays (0). Resolution declared adopted.
Keis suggested that the City Planner and Mr. Lillemoen work together on
the issue of outdoor storage, clarifying what the outdoor storage related to
his business would consist o£ Keis pointed out that there is no
justification to support the variance request to allow the rental of the
property for outdoor storage as a principal use.
The City Attorney noted that the Council could table action on the
Variance requests and Conditional Use Permit request for outdoor storage
pending this additional information. He recommended that the tabling be
to a specific date within the City's 60-day review period which
commenced on August 25, 2008.
The Council discussed the Variance requests to exceed storage height
limitations and from screening requirements as well as the CUP for
outdoor storage. It was the consensus of the Council that there was no
basis for granting the Variances, therefore, action should be taken this
evening. Should the Council wish to consider allowing RVs to exceed
outdoor storage height limitations, the Council felt that was more
appropriately addressed via a text amendment.
6
