MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 10, 2021 <br /> <br /> <br /> <br /> <br /> <br /> <br />6 <br /> <br />The Community Development Director replied that staff has visited the business but did not <br />believe an inspection has been completed. She noted that an appraisal would be done if this <br />moves forward, which would include inspection. <br /> <br />Commissioner Quarles asked if there are projections on when other buildings in that area may <br />sell. <br /> <br />The Community Development Director replied that will be part of the process moving forward. <br />She noted that sale of the property may spur other actions or potential sales. <br /> <br />Chair Schwalbach commented that this would be the smallest and most inconvenient parcel of <br />the three. He noted that the liquor store recently changed ownership and investment with new <br />tenants was recently added to the north. He stated that he is unsure that this would be the right <br />property without knowing additional answers. <br /> <br />Commissioner Quarles stated that the TIF district has been going for some time and asked the <br />revenue percentage that would be used for this sale. <br /> <br />The Community Development Director replied that the sale price is $325,000 but was unsure of <br />the percentage. <br /> <br />Commissioner Quarles stated that without knowing when the other buildings would sell, she <br />would suggest maintaining the building for community purposes for as long as possible as this is <br />not the best location for greenspace. <br /> <br />Chair Schwalbach commented that it would be a tough spot for community use because of the <br />lack of parking. <br /> <br />Commissioner Buesing believed it would be advantageous for the City to acquire a parcel on <br />Rice Street. <br /> <br />Commissioner Johnson stated that this parcel is all concrete/blacktop and would benefit from <br />improvement and greenspace. <br /> <br />Commissioner Quarles asked if the townhomes to the rear were rental or ownership. <br /> <br />Chair Schwalbach replied that those are shared wall row homes. He believed they were <br />individual parcels but was unsure. He recognized that the Council needs to be advantageous. He <br />noted that the Commission has some questions but is it seems the majority support the action. <br /> <br />Commissioner Quarles asked if there is similar property the City has purchased for future <br />development.
