Project Approach 4
Pioneer Park Master Plan Phase I | City of Little Canada, Minnesota
park with overview information and a QR code linked to
the online mapping tool. This is a low-cost, high-impact
strategy to meet users where they are – at Pioneer Park!
In-Person Engagement
Our team is equipped to engage people where they are
and share information in formats that work for them.
Over the past 12 months, we have retooled our in-person
engagement practices to ensure the safety of those we are
trying to reach is maintained through social distancing
and in line with CDC guidelines related to COVID-19.
We realize some input opportunities must occur in-person
due to multiple factors – proclivity of certain stakeholders
providing input online and inaccessibility to technology
being a few.
Example of visual representation of comments received
Whether in-person or digital, our team will summarize
all stakeholder input solicited through this process and
include it with the final master plan report.
Deliverables
• INPUTiD online mapping tool displaying park concepts
• Summary of gathered input
Final Master Plan Report
Maddie will compile the design process into the master
plan report. This document will guide the city in budgeting
for implementation of recommended components to
construct in 2022.
The master plan report will clearly identify the
scope of recommended improvements, including the
characteristics and performance requirements comprising
recommended trail improvements and integrated lighting,
all-inclusive playground feature enhancements, and
water feature improvements. This will include identified
locations and capital improvements necessary for each of
the desired elements expressed as a descriptive narrative,
recommended location, approximate size, and any
specialty features.
Our team will also develop estimated planning level
construction costs for the recommended improvements to
aid city budgeting discussions. In addition, we will create
an implementation plan outlining short-, mid-, and long-
term improvement opportunities. This implementation
plan will identify improvements that can be constructed
in tandem with other elements, creating cost efficiencies
and ensuring acceptable access levels are maintained.
To ensure the city is aware of ongoing maintenance
needs, Bolton & Menk will provide information related
to maintenance requirements and general schedule
considerations for budget needs planning. We will work
with the city to determine appropriate numbers for each
activity and form a planning-level basis for ongoing
needs with recommended improvement features.
Project Funding
Bolton & Menk routinely delivers projects in line with
available funding opportunities. Whether through capital
improvement planning or grant applications, our team
can identify a funding strategy to transform plans to
constructed projects.
Forest Lake's Parks, Trails, and Lakes Commission reviewing Beltz Park concepts
