Project Approach 5
Pioneer Park Master Plan Phase I | City of Little Canada, Minnesota
We develop workable solutions for public
infrastructure projects and help secure the
funding to make them possible.
In preparing the Pioneer Park Master Plan, we will
assist in securing external funding; we have the internal
expertise to assist the city in writing effective grant
applications. Through previous experience and by
working directly with our engineering staff, we have
a clearinghouse of pricing to assist us in developing
estimates that account for anticipated market changes and
unforeseen construction conditions; this will put the city
in the best possible position for project implementation.
This knowledge of construction will assist us in preparing
a plan that aligns the city for funding procurement and
design of a successful implementation project.
With Bolton & Menk, our knowledge doesn’t stop with
development of a master plan. We consider the long-term
needs of this document, including funding procurement
and eventual construction. We fold this knowledge into
the master plan to arm the City of Little Canada with
the information necessary to successfully complete the
improvement recommendations.

Deliverables
• Recommended plan graphic
• Master plan report will be provided electronically to the city
• Master plan report will include a narrative for the project
recommendation, estimated implementation costs, funding
recommendations or grant opportunities, general location for
intended improvements, and a summary of maintenance needs
• Supporting appendices, as needed
Beltz Park Implementation Plan—City of Forest Lake
