Mitigating Adverse Effects of Potential Land Use Change <br />at the Manufactured Housing Parks <br />The sudden closure of a manufactured home park can have devastating effects on residents <br />and collateral harm to the community. This is largely a result of the unequal power <br />arrangement wherein one owns the house but rents the land, compounded by the fact that it <br />is very costly or nearly infeasible to relocate many such structures. Minnesota statute 327C <br />provides some help but it is often judged to be inadequate compared to the impact. <br />Consequently, some Minnesota cities have adopted local ordinances, policies or programs to <br />further mitigate financial impacts on displaced residents. <br />Thus, in the year after this plan is adopted, the City will study what it can or should do, if <br />anything, to mitigate the adverse financial effect on park residents of a sudden redevelopment <br />of any of the three parks in Little Canada. This study should involve an advisory committee <br />including park residents and experts, among others. <br />Please refer to the Land Use Plan chapter for recommendations about land use plan map <br />designations and zoning for the manufactured housing parks. <br />City of Little Canada 2‐10 Housing Plan
