MINUTES <br />PLANNING COMMISSION <br />OCTOBER 9, 2008 <br />Frattalone indicated that he had asked the City for a permanent permit to <br />continue the stockpiling/recycling operation. That was not granted, but he <br />was given aten-year extension with the condition that he reapply at nine <br />years if any extensions were going to be pursued. Frattalone noted that this <br />is the point that we are at this evening, application for reissuance of the <br />IUP. <br />Frattalone noted that this is not the right time to develop this property given <br />the economic conditions. Frattalone stated that he would like another 10- <br />year extension, but he realizes that will not happen. Frattalone noted the <br />committee that has been working on this issue, and their recommendation <br />fora 5-year extension, working toward the redevelopment of the site. <br />Frattalone stated that he wants to work with the City and redevelop the site. <br />He described the 14.5 acre site, 2 acres of which are ponding. Frattalone <br />reported that he is in discussions with the Watershed about moving the pond <br />in order to make the site configuration better for redevelopment. <br />Frattalone stated that he is doing his part toward redevelopment, but needs <br />more time to work toward that goal. He noted that the stockpiling/recycling <br />operation is a good business and provides employment. Frattalone <br />indicated that he has a petition signed by 250 customers and people from <br />the area in support of the business. He indicated that the business brings in <br />125 customers per day and provides a service to the community. Fra-Dor <br />also generates business for other Little Canada businesses. <br />Frattalone stated that he agrees with the City Planner's recommendation for <br />a 5-year extension and noted that he would put the property up for sale after <br />4 years. He indicated that he would ask fair market value for the property, <br />not an inflated value. Frattalone noted that there is a lot of land for sale at <br />this time, and it is not moving. Frattalone felt that the economic conditions <br />were the worst that he has seen in his 40 years in business. He indicated <br />that he cannot vacate the property and just wait for someone to buy it. <br />Frattalone reported on his purchase of the landscaping property adjacent to <br />Fra-Dor as well as his willingness to purchase the property at the corner of <br />Country Drive and Ryan Drive. The purchase of this land could result in <br />the road being moved over and the assembling of an even larger site for <br />redevelopment. <br />Frattalone then presented pictures of new development in the City, open <br />parcels of land, as well as Ryan Industrial park properties. <br />Duray indicated that he was part of the committee working with Mr. <br />Frattalone, and indicated that there has been a lot of discussion back and <br />forth.
