MINUTES <br />CITY COUNCIL <br />OCTOBER 8, 2008 <br />REQUEST The City Clerk reported that Taste of Scandinavia is requesting an On- <br />FOR ON- Sale Liquor License that they can use in conjunction with their Caterer's <br />SALE Permit so that they can provide liquor service at catered events. The <br />LIQUOR Clerk reviewed her report dated October 2, 2008 which indicates that <br />LICENSE - while the City is allowed additional liquor licenses under State Statute, <br />TASTE OF there are none available under the City Code. Therefore, the Council <br />SCANDINAVIA would have to approve a Text Amendment adding the additional On-Sale <br /> Liquor License to the Municipal Code. <br />Taste of Scandinavia representatives appeared before the Council <br />requesting the On-Sale Liquor License which, when used in conjunction <br />with their Caterer's Permit, would allow them to provide liquor service at <br />catered events. They reported that given their headquarters are located in <br />Little Canada, they felt it appropriate to request the liquor license from <br />Little Canada. It was noted that their intent would be to continue to sell <br />wine at their Little Canada restaurant, and not full liquor service, unless <br />they had a closed event at that location. <br />There was some Council discussion relative to amendment the Municipal <br />Code to mirror the number of liquor licenses as allowed by State Statute. <br />However, the consensus was to add one license at this time. Should <br />additional on-sale liquor license requests be made in the future, the <br />Council could consider additional amendments at that time. <br />It was the consensus of the Council to amend the Municipal Code to add <br />an on-sale license for Taste of Scandinavia, with the indication that, if <br />possible, the license should be Limited to their catering business only while <br />allowing the sale of wine to continue at their Little Canada restaurant. <br />The Mayor suggested that City staff work with the City Attorney relative <br />to the appropriate text amendment language, and bring that proposed <br />amendment back to the Council for consideration. <br />DEVELOPMENT Mr. Bob Wagner, representing Midwest Gymnastics, appeared before <br />UPDATE- the Council to provide an update on improvements planned for the former <br />MIDWEST Knox building. Wagner reported that they would like to modify exterior <br />GYMNASTICS improvement plans slightly, and reviewed the proposed improvements <br />planned for the parking lot, curbing, landscaping, and brick entryways on <br />the building. Wagner noted the list of improvements that are planned for <br />this fall. He indicated that they have leased 4,000 square feet of the <br />building to a women's fitness center.
