MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 2008 <br />Waite felt that Fra-Dor should be given a 5 to 10 year extension to operate <br />until the economy turns around. Waite suggested that there are other <br />things that the City should focus attention on such as adoption of a <br />housing ordinance to clean up some of the rental properties in the City, <br />which will then reduce the $1 million police bill He also pointed out the <br />condition of the Ruth Street rental properties. <br />Blesener indicated that the City is working on the housing ordinance. He <br />further noted that the City is working with Frattalone on extending the IUP <br />and working toward redevelopment of the site. <br />The City Administrator indicated that if action is tabled on this matter, the <br />City should obtain a 60-day waiver from Frattalone. The City Attorney <br />suggested tabling through the end of the year, and also asked Frattalone if <br />he was in agreement with waiving the 60-day review period. Frattalone <br />indicated that the tabling until December 31, 2008 was acceptable to him, <br />and stated that he would like to partner with the City on extension of the <br />IUP and planning the redevelopment of the site. <br />McGraw noted that the Council does not have a position of the City versus <br />Fra-Dor, and hoped for good faith negotiations both ways. McGraw <br />indicated that in working together some good ideas should emerge with <br />the result being a really nice development that is best for both the City and <br />Frattalone. <br />Frattalone pointed out that the last NP extension was for 10 years with the <br />condition that if he was interested in applying for another extension he do <br />it at the 9 year point. Frattalone pointed out that in recent workshops with <br />the Council on the stockpiling/recycling operation, there were some folks <br />who said they were not interested in renewing the IUP. <br />McGraw felt that the Council has moved beyond those initial discussions, <br />and is at the point where it wants to work with Frattalone on a win/win <br />situation. McGraw stated that he wanted people to know that the City and <br />Frattalone are in this situation together and will work together toward an <br />equitable solution. <br />Blesener stated that he was the biggest proponent of establishing and end <br />date for the Fra-Dor operation. However, agreed there was the need to <br />work on a win/win situation. Blesener asked Frattalone if he was <br />agreeable to tabling action on his application for IUP extension until <br />December 31, 2008.
