MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 2008 <br />established by early next year to avoid any potential TIF law changes that <br />could jeopardize the feasibility of using TIF. The Administrator suggested <br />that action on the reissuance of the IUP be tabled for 60 days to give the <br />City and Frattalone time to work on the details. He indicated that he <br />thinks use of TIF for this redevelopment will work, but there are a lot of <br />ifs to be worked out. <br />Frattalone pointed out that he wants the IUP extended and the City wants <br />the area redeveloped. He felt that awin/win situation could be worked <br />out. <br />Allan asked if TIF would be used to bring sewer and water into the area. <br />The City Administrator stated that this would be a potential use of TIF. <br />He noted that these improvements have been discussed with property <br />owners in the area, however, they were not willing to pay the high cost of <br />bringing these utilities in. <br />Allan asked if the Watershed had been contacted regarding the relocation <br />of the pond. Frattalone replied that they haue discussed this with the <br />Watershed which indicated that it will be possible to relocate the pond. <br />Details would have to be worked out. <br />Dan Schwab, Fra-Dor, appeared before the Council reporting on the Fra- <br />Dor operation, the great place that it is to work, and the service it provides <br />to the community and its many customers. Schwab felt that Fra-Dor <br />provided an important recycling service. He also indicated the steps they <br />take to keep the property maintained as well as with dust control. <br />Blesener noted that the Council has the responsibility to make sure that <br />property is used to its highest and best use, and cited some recent <br />developments such as the union building and St. Jude Medical. Blesener <br />indicated that City's willingness to work with Frattalone on an reissuance <br />of the IUP while working toward redevelopment. Blesener hoped that <br />Frattalone will be able to find another site to move the recycling operation. <br />Roger Stanke indicated his support for Fra-Dor and the eventual <br />redevelopment of the site. He indicated that it was very important to <br />combine the two properties north of Ryan Drive into the redevelopment. <br />Rocky Waite, 2651 Lakeshore Avenue, indicated that the Fra-Dor <br />business should be allowed to continue to operate until the site is ready for <br />redevelopment. Waite provided a history of some blighted sites in Little <br />Canada, and the fact that the market is very difficult at this time. Waite <br />did not feel it would be a good idea for the City to require that Frattalone <br />clear the Fra-Dor site and wait until someone comes in to develop it. <br />
