MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 2008 <br />Administrator noted that some of the things that need to be done to <br />prepare the site for redevelopment include relocation of the existing storm <br />water pond to make the site more developable, soil correction work, and <br />the evaluation of the acquisition of some additional properties on the north <br />side of Ryan Drive. The Administrator also indicated that Tax Increment <br />Financing will likely come into play to offset some of these costs. The <br />Administrator indicated that the site will qualify as a TIF District. He also <br />noted that from initial contacts with the Watershed it appears that <br />relocation of the pond would be allowed. <br />Blesener noted the redevelopment that has been occuiz~ing in the general <br />area including the remodel of the former Knox building, the proposed <br />redevelopment of the former Levitz building by HOM Furniture, and the <br />development of the union building. Blesener suggested that it makes <br />sense to work with Fra-Dor on the future redevelopment of their site. <br />Frank Frattalone, 3205 Centerville Road, indicated that he would like a 10 <br />year re-issuance on his IUP, but understands the City's objectives in <br />getting the area redeveloped. Frattalone pointed out that he has been <br />doing development on the Fra-Dor site for the past 20 years, outlining the <br />history of the demolition landfill permit he has for the site and work done <br />to make the property a usable piece of property. Frattalone discussed the <br />soil conditions in detail and suggested that smaller buildings on <br />engineered floating slabs may be the most feasible development. He noted <br />that there is 35 feet of fill on this site which would likely have to be dug <br />out to support a large building. He also indicated that there may be the <br />possibility of constructing two 40,000 square foot buildings on this site. <br />Frattalone agreed that TIF may be a necessvy tool to get this property <br />redeveloped. <br />Frattalone indicated that this evening he had three possible redevelopment <br />diagrams to present for his property. He indicated that while working <br />toward readying the site for redevelopment, he would like to have his IUP <br />extended. Frattalone indicated that he has been in discussions with the <br />two property owners on the north side of Ryan Drive relative to his <br />purchase of these lots. At this time, the property owners are open to <br />discussing the potential sale. If the two properties are acquired, Frattalone <br />indicated that he would take down the buildings and move Ryan Drive <br />further north, thus making the Fra-Dor site larger and more attractive for <br />redevelopment. <br />Frattalone stated that he wanted to be clear that he has already been <br />redeveloping the site. He pointed out that he has purchased the former <br />Groundskeeper site to join with the Fra-Dor site and make a larger piece <br />of property. <br />
