MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 2008 <br />Frattalone felt that the Fra-Dor site will redevelopment when there is the <br />demand for it. He pointed out that there is not interest at this time given <br />current economic conditions. Frattalone also pointed out that there is no <br />watermain nor sanitary sewer on Ryan Drive, and the City will have to <br />bring utilities into the area. Frattalone reported that he put a lift station in <br />for the Fra-Dor property to pump to the City's sewer line. He also noted <br />that he constructed a building on the Fra-Dor site, as well as installed <br />landscaping berming. <br />Frattalone reported that Fra-Dor currently employs 12 people and provides <br />jobs in the community. He indicated that the business has 750 customers. <br />Frattalone also noted that he has apetition with many signatures in support <br />of retaining the Fra-Dor business. <br />Frattalone began a review of his three plans, Plan A showing the site as it <br />is, Plan B showing the relocation of a portion of the existing pond with <br />several small development sites along Ryan Drive, and Plan C showing a <br />more extensive pond relocation. Frattalone indicated his preference for <br />Plan B feeling that it maintained a larger redevelopment pad in the area of <br />the former Groundskeeper site. <br />Frattalone then described the surcharging process, and pointed out that he <br />is not sure how large a building the Fra-Dor site would support. He noted <br />that while there is a way to drill through concrete landfill to install pylons, <br />you cannot drill through steel materials. Therefore, it may be that the Fra- <br />Dor site will only support smaller buildings. <br />Blesener stated that he supported a re-issuance of the IUP working toward <br />redevelopment of the site. However, it was his position that there needs to <br />be an end date to the IUP. Blesener felt that action on the reissuance of <br />the IUP should be table this evening and more specific details worked out. <br />Frattalone indicated that he would also like to work on finding a location <br />to move the stockpiling/recycling operation. <br />The City Administrator indicated that if there are TIF funds involved in <br />redeveloping the property, a new development will be necessary to <br />generate dollars to repay the TIF costs. Details on timing and financial <br />guarantees will be key components of any TIF agreements. The <br />Administrator also noted that as part of preparing the site for <br />redevelopment, Frattalone will likely have to move the recycling piles <br />around on his property. The Administrator noted that even five years may <br />be aggressive to get the site redeveloped. The Administrator indicated that <br />details have to be worked out and then tied to a TIF plan.
