October 14, 2008
File: 120115E-0240
Honorable Mayor and City Council
City of Little Canada
515 Little Canada Road East
Little Canada, MN 55117-1633
RE: CVS PHARMACY
CITY OF LITTLE CANADA
Dear Planning Commission:
-~i-u-~ihc ~..assoa~T.~s
TRU> UURTA
We have reviewed the submittal package for the proposed CVS Pharmacy located at the
intersection of Rice Street and County Road C. The submittal documents contained a
Site plan, Grading, Drainage, & Erosion Control sheets, Utility plans and a Landscape
plan. The submittal also included storm water runoff calculations and the civil
specifications. Based upon our review we would offer the following comments.
Preliminary Plat
The submittal did not include an updated preliminary plat to address the comments
from the letter dated June 26, 2008. The following are the comments provided in the
previously mentioned letter.
1. A 10-foot drainage and utility easement should be provided along all street
right-of-ways and 6-foot drainage and utility easements provide along all
other lot lines.
2. The existing drainage and utility easement over the storm sewer from the
Rice Street right-of-way should be vacated and a new easement dedicated
over the new storm sewer alignment for this drainage.
3. The drive access to the back of the new building encroaches onto the Vet
Clinic property. The developer should work with the adjacent property
owners and adjust the plat boundaries to ensure all improvements will be
within the property boundaries.
4. Ramsey County should be approached to discuss if any additional right-of-
way will need to be dedicated for Rice Street or County Road C.
Demolition Plan
1. A copy of the reports and documentation for the tank removal and site
investigation and cleanup should be provided to the City.
Site Plan
1. In following the City's goal of providing a continuous pedestrian corridor along
Rice Street, we would recommend that the City require the developer to
install a 6-foot concrete sidewalk along Rice Street the length of the property.
2. The maximum standard driveway width allowed by ordinance is 24-feet and
this standard should be followed for all driveways unless documentation for
the need for a wider driveway is provided.
Ltr-101408-PC
10062 Flanders Court NE, Blaine, MN 55449 -Phone: (763) 780-0450 -Fax: (763) 780-0452
