MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 13, 2008 <br />COMPRE- The City Planner presented a draft of the 2030 Comprehensive Plan <br />HENSIVE Update. He indicated that there are a few things yet to be added to the <br />PLAN Comp Plan that are being developed by the City Engineer as well as the <br />UPDATE Parks Plan. The Planner indicated that the objective is to submit a draft <br />Comp Plan to adjoining communities for their comment as well as submit <br />informally to the Metropolitan Council in mid-December. <br />Socha asked about the review by surrounding communities. The City <br />Planner reported that this is a requirement of the Met Council. He noted <br />that there is some overlap between adjacent communities relative to traffic <br />counts, etc. The comment and review by adjacent communities is informal <br />and adjacent communities do not have the authority to object to another <br />city's plan. The goal is to obtain comments that the city can consider those <br />comments or not. The comments are not submitted to the Met Council. <br />The City Planner began a detailed review of the draft Comp Plan. He noted <br />the population outlined on page 21 of the draft. The Planner noted the State <br />Demographer population estimate for 2007 is 10,157 with a household <br />estimate of 4,557. The Planner then reviewed the Metropolitan Council's <br />2010, 2020, and 2030 household estimates pointing out a projected increase <br />of over 1,100 by 2030. The Planner stated that the Met Council has a policy <br />of trying to push density. He felt the Met Council's estimates were <br />extremely high and noted that based on his estimate of 86 acres of land that <br />could be developed, with an average density of 2 'h units per acre, that <br />household figure for 2030 should be 4,750, an increase of approximately <br />200 units. The Planner indicated that the Met Council estimated that Little <br />Canada has at least 160 areas of vacant land, and has mistakenly included <br />land they thought was undeveloped. The Planner reported that he is <br />working with the Met Council to correct their estimates, and as such the <br />projected household count is decreasing. At this point the Met Council is at <br />a household increase of approximately 350 for 2030, and the Planner <br />indicated that he will continue to work to correct this estimate. <br />The City Planner then reviewed the future land use map contained in the <br />Comp Plan. He indicated that future land uses are fairly reflective of the <br />City's current land uses given that Little Canada is nearly fully developed <br />with approximately 86 acres of undeveloped land. The Planner indicated <br />that the Comp Plan divides the City into eleven informal districts for <br />convenience purposes, and he proceeded to review future land use <br />designations in each of these districts. <br />District 1-single-family residential neighborhood north of 694 around Twin <br />Lake. The Planner indicated that this area is fully developed with the <br />exception of a small piece of property owned by the City in the northwest <br />corner of the district.
