MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 13, 2008 <br />planning for either type of development, likely under a PUD process, would <br />be crucial in the City's consideration of an attached housing proposal. The <br />existing single-family housing in this area is fairly new, and there is no <br />redevelopment potential identified. <br />Disri•ict 2-commercial/industrial area in the northwest corner of the City. <br />In the northwest portion of this District, the City supports the eventual <br />development and redevelopment of commercial uses, particularly where <br />issues related to Rice Street can be resolved through new access to Country <br />Drive on the north. Commercial development may include office and retail <br />uses. The Planner pointed out that the City has upgraded the zoning that <br />applies to the industrial development in this district. Much of this area is <br />dominated by underutilized industrial property with lower-valued buildings <br />and large areas of outdoor storage. He pointed out that it is the goal of the <br />City to work toward continuous improvements in this area, both in terms of <br />architecture, site planning, and public improvements. <br />District 3-Rice Street and Little Canada Road. The Planner noted that the <br />redevelopment of this area is on-going and follows an extensive <br />redevelopment plan for the area. He noted that the northern-most portion of <br />this district along Rice Street may benefit from redevelopment, and the city <br />has expressed a willingness to permit certain low-impact industrial uses in <br />portions of the district with little exposure. With regard to the Market Place <br />Shopping Center, for the near term, no significant changes are foreseen. <br />For the long term, a more intensive mixed-use redevelopment would fit well <br />with the other newer projects. <br />District 4-a mix of fully developed neighborhoods along Little Canada <br />Road and County Road C. Residential uses include a full range of single- <br />family neighborhoods, twin home areas, townhouse projects, and multiple <br />family development. The focus for the residential uses will be on property <br />improvement and maintenance. There are two areas of commercial <br />development along the west side of 35E and Country Drive comprised of a <br />small area of office and office-warehouse buildings. There are a few <br />residential parcels along Country Drive which ar•e guided and zoned for <br />eventual redevelopment matching the newer office buildings. The second <br />area of commercial is along Little Canada Road from 35E to the west. This <br />area has been in transition, and the land use plan continues to call for• <br />commercial development with an expectation of local services and office <br />uses. <br />District 5-located in the southeast corner of the City along Rice Street and <br />Highway 36 and is dominated by institutional uses and St. Jude Medical. <br />There is some limited residential use including a small twin home <br />development and a mobile home community. With the on-going <br />development of St. Jude, the area is fully developed. The primary <br />-4- <br />
