MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 13, 2008 <br />development issue is the eventual redevelopment of the Rice <br />Street/Highway 36 interchange, the Rice Street/County Road B-2 <br />intersection, and improvements to Rice Street itself. <br />District 6-south of Highway 36 and west of 35E. The area is virtually full <br />developed with commercial uses including St. Jude Medical. Additional <br />office and office-warehouse uses on the small amount of remaining land <br />would be appropriate. The Planner noted, that there is someone interested <br />in developing an acute-care, assisted-living facility on the vacant parcel <br />within this district. These developers will likely pursue a Comp Plan <br />amendment to this end. The Planner indicated that while this would be a <br />residential use, it is not a traditional residential use, and the developers have <br />indicated that the use has worked well in other similar areas. The <br />developers would likely pursue a PUD zoning for the property. It was the <br />consensus of the Commission that the acute-care, assisted living use would <br />be acceptable for this area. <br />District 7-area east of 35E and in the northeast quadrant of the interstate and <br />Highway 36. This is a large area ofsingle-family residential land. The area <br />is fully developed except for the possibility of an additional lot split or two. <br />No change is expected in this area. <br />District 8-east of 35E along Rice Street. This is the older village area of <br />Little Canada with a mix of institutional uses, single-family homes, and <br />small commercial buildings. The area is fully developed and over time it is <br />expected that some of the homes along Little Canada Road may seek <br />redevelopment. The City will consider these requests with attention to <br />architecture and site planning, reflecting a more traditional village <br />development patters along with case-by-case environmental improvements. <br />The Commission and Planner discussed the village concept of this area, and <br />it was felt that this area added character to the community and was unique <br />to Little Canada. <br />District 9-southeast quadrant of 35E/694 and includes a highly varied mix <br />of land uses including single-family, townhouse development, multi-family, <br />parks, and office-warehouse uses. The City has taken an active role in <br />upgrading multiple family housing standards due to concerns over public <br />safety issues in this neighborhood and will continue to do so. In the north <br />portion of the district there is an undeveloped area of nearly twenty acres <br />divided by a power transmission line. Residential uses are planned to <br />continue to the south of this line with consideration for some limited <br />attached housing, and office or limited industrial uses to the north. <br />Knudsen asked whether the Comp Plan contained an environmental focus. <br />The City Planner noted Zoning Code changes that increased residential lots <br />sizes and put restrictions on impervious surface coverage in order to retain <br />-5- <br />
