MINUTES <br />CITY COUNCIL <br />DECEMBER 22, 2008 <br />to tree cover and topography, the Planner felt that the site could be <br />reguided for senior residential housing. The Planner noted that the <br />recommendation is for a Concept PUD Permit at this point with final <br />documents to be submitted relative to grading, drainage, etc. <br />The Planner indicated that the City is currently in the process of updating <br />its Comprehensive Plan, and has received an extension from the <br />Metropolitan Council for submitting its final document. One condition of <br />that extension is that amendments to the existing Comp Plan have to be <br />submitted by December 3151. The Planner indicated that should the <br />Council approve the amendment this evening, he would get the necessary <br />documents to the Met Council before the end of the year. <br />Blesener asked if there was any risk in amending the Comp Plan given <br />that the PUD Permit approval would be concept in nature. The Planner <br />felt there was little risk given the rezoning request is for Planned Unit <br />Development. PUD zoning gives the City a lot of site control. Blesener <br />stated that his concern was that the Comforts of Home proposal would not <br />proceed, and a developer would the request approval for a standard <br />apartment building. The City Planner indicated that the overall Comp <br />Plan language will talk about senior housing of this nature. <br />The City Attorney indicated that the Council should not link a <br />Comprehensive Plan amendment to this specific development. The Comp <br />Plan amendment should be the right decision and meet the overall goals <br />and objectives of the City. <br />Matt Frisbie, Frisbie Architects, appeared before the Council and <br />presented the Comforts of Home site plan. He noted that a full civil <br />engineering package will be presented for review as the project <br />progresses. Frisbie noted that the building will be a two-story facility and <br />will be a secured building. He described the exterior finishes which <br />consist of stone base, hardy board siding, synthetic siding, and asphalt <br />roofing materials. The building will be similar to the Comforts of Home <br />facility at Highway 36 and Hazelwood and will present a good <br />architectural character. <br />Frisbie noted the discussion at the Planning Commission meeting relative <br />to a reorientation of the building for more of a presence from Highway 36. <br />Frisbie indicated that they will explore this possibility and come back with <br />options for the Council's review. He indicated that there is some <br />flexibility with the building orientation. Allan noted that the building will <br />not be visible from Highway 36 going west, but will be from the east. <br />Allan agreed that a good presence from Highway 36 was important, and <br />suggested the addition of more stone to the back of the building. <br />
