MINUTES <br />CITY COUNCIL <br />DECEMBER 22, 2008 <br />Blesener asked if there was a market for this type of housing. Brian <br />Winges, Comforts of Home, reported that they have done market studies <br />and there is a very heavy market for high acuity assisted living. He <br />reported that as they construct new facilities, they are full in 3 to 6 months <br />and cun•ently have waiting lists. <br />Blesener pointed out that the facility will be privately owned, therefore, <br />will pay property taxes. Blesener asked about the potential for sale of the <br />business to anon-profit. The City Administrator indicated that as long as <br />residents are being charged rent and income is being made, property taxes <br />will have to be made. The City Attorney agreed. <br />Montour asked about impact to existing tree cover. Frisbie agreed that <br />tree cover will be impacted, but indicated that they will save as many <br />perimeter trees as possible. Additional trees and landscaping will be <br />added to the site once developed. <br />Blesener asked about the number of efficiency apartments in relation to <br />one-bedrooms. Frisbie estimated about a 50/50 split. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Allan, seconded by Boss, the public hearing was closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2008-12-310 -APPROVINGANAMENDMENT <br />TO THE CITY'S EXISTING COMPREHENSIVE PLAN TO <br />REGUIDE THE COUNTY ROAD B PROPERTY IN QUESTION <br />FROM INDUSTRIAL TO HIGH-DENSITY SENIOR HOUSING <br />BASED ON THE RECOMMENDATION OF THE CITY PLANNER <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION N0.2008-12-311- APPROVING THE REZONING OF <br />THE CO UNTY ROAD B PROPERTY IN QUESTION FROM <br />BUSINESS-WAREHOUSE (B-W) TO PLANNED UNIT <br />DEVELOPMENT (PUD) AS RECOMMENDED BY THE CITY <br />PLANNER <br />
