The Planner indicated that parking issues would be better <br />defined as the project moves forward. <br />The Planner recommended that the Council consider the request for PUD <br />Permit in concept stage as this point. As the project proceeds, detailed site <br />plans and engineering work would be done. More detail is also needed <br />relative to architecture. <br />Blesener indicated that he counted the parking spaces on the site plan and <br />there are more shown than are referenced in the Planner's report. Blesener <br />noted that the Comforts of Home building shows a 15,000 square foot <br />footprint, the same size as the County Road B proposal. However, there <br />are 52 units proposed in this building compared to 44 on County Road B. <br />Brian Winges, Comforts of Home, indicated that the Rice/Country Drive <br />building will bethree-story, therefore, can accommodate more units. <br />Blesener noted a reference to underground parking in the proposal. Matt <br />Frisbie, Frisbie Architects, indicated that this is an error. <br />Frisbie described the project, noting that the Comforts of Home building <br />will be similar in architecture to the one proposed on County Road B. The <br />building will have the appearance of a two-story building from Rice <br />Street, and will be three-stories from the back. He noted that the Rice <br />Street access is proposed to line up to an existing access on the west side <br />of the street. Frisbie noted the retail building and the office buildings <br />proposed. The site plan shows 170 to 175 parking spaces, and Frisbie <br />indicated that they would continue to work with the City Planner on <br />parking issues. Frisbie noted that the retail building could possibly be a <br />restaurant. <br />Blesener asked about the phasing of the development. Frisbie indicated <br />that the Comforts of Home building would be the first phase. The <br />developer is currently looking at the market for the other two buildings. <br />Montour asked about continuation of the trail around Black Tern Pond. <br />The City Administrator indicated that continuation of the wood chip <br />around the pond is a possibility that would have to be discussed with the <br />Watershed. It was noted that there is a sidewalk along Country Drive on <br />the opposite side of the street from this proposal. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Blesener stated that he would like to respond to the points raised in a letter <br />received from the City of Shoreview's city planner dated December 11, <br />
