Relative to these issues, Blesener noted that the developer is <br />working with Ramsey County and MN DOT on access issues and futm•e <br />improvements to the Rice Street/Country Drive intersection. The <br />developer is also working with the County relative to the impact that the <br />proposed development will have on the existing transportation network <br />and proposed transportation improvements. The developer is also working <br />with the Ramsey Watershed relative to environmental issues of <br />development next to Black Tern Pond. Blesener noted the comments of <br />Shoreview's support for mixed use development and comments about <br />their concern about vacancies north and west of Rice Street and 694. <br />Blesener pointed out that the Shoreview Comp Plan guides the property on <br />immediately west of this site for mixed use development. Blesener <br />pointed out that Little Canada cannot base its decision on the proposed <br />development on the Shoreview business climate. He also noted that it <br />appears that the Little Canada property may develop in a mixed use <br />fashion before the Shoreview property does. Blesener noted that <br />Shoreview comments on design standards for this area, and he indicated <br />that Little Canada would expect enhanced design standards in this area as <br />well. The final comment of the Shoreview planner related to required <br />notifications of properties within 350 feet of the proposal Little Canada <br />automatically follows these processes. <br />Blesener went on to comment about the two rail lines in the area and noted <br />that the Rice Street/Country Drive property under consideration this <br />evening is a distance from these lines, therefore, would have no impact on <br />the potential for commuter rail improvements. Blesener noted that <br />Ramsey County owned this particular property for some time, and had <br />they felt it had value for commuter rail enhancements, would not have <br />sold it. <br />Upon motion by Allan, seconded by Blesener, the public hearing was <br />closed. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2008-12-313 -APPROVING THE REZONING OF <br />THE RICE STREET/COUNTRY DRIVE PROPERTY OWNED BY <br />FICEK DEVELOPMENT FROM GENERAL BUSINESS (B-3) TO <br />PLANNED UNIT DEVELOPMENT (PUD) <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />
