Background <br />Twin Lake Boulevard ǀ 0N1.125376 Page 3 <br /> <br />INTRODUCTION <br />Twin Lake Boulevard is a shared road that is located within the City of Little Canada and the City of <br />Vadnais Heights. The roadway is classified a Municipal State Aid Route (MSAS 110) for both cities and is <br />eligible to receive Minnesota State Aid (MSA) construction funding. The cities are planning to improve <br />Twin Lake Boulevard during the 2023 construction season, in accordance with the Capital Improvement <br />Plan (Little Canada) and 2022 Approved Annual Budget (Vadnais Heights). Refer to Figure 1 in Appendix <br />A for a depiction of the project area. <br />This report focuses on roadway improvements that include reclamation, curb installation and <br />replacement, spot utility improvements, construction of an emergency water interconnect, and <br />construction of a new asphalt trail. <br />This report will review the existing conditions in the defined project area and discuss, in detail, the <br />proposed improvements. It will also provide preliminary cost estimates for the proposed improvements <br />with financing for the projects coming from a combination of funding sources between the two cities. <br />A neighborhood informational meeting was held on Monday, September 26. There were five attendees <br />representing four properties. Generally, those in attendance understood the need for the <br />improvements. Property owners were concerned with sight lines at both intersections of Twin Lake <br />Boulevard and Vadnais Boulevard; one resident pointed out that the eastern intersection may benefit <br />from being realigned further north towards the center of the Vadnais Blvd curve. There was very little <br />discussion regarding the proposed trail or proposed special assessments. <br />The project team has been working directly with Reuter Walton (developer of two sixty-unit <br />apartments) and Five Star Estates management through the scoping portion of the project. Both <br />organizations have expressed an interest in the project and are opening to working with the cities to <br />have the work performed. <br />If the Cities elect to proceed with the proposed street, utility, and trail improvements detailed in this <br />report, it is anticipated that construction would begin in 2023 as detailed in the project schedule found <br />on page 12. <br /> <br />BACKGROUND <br />Twin Lake Boulevard from Vadnais Boulevard to Vadnais Boulevard is an urban residential street that is <br />classified as a Municipal State Aid Route within the Minnesota State Aid (MSA) system. Annual average <br />daily traffic (AADT) ranges from 500-600 vehicles per day based on 2018 count data. Historical aerials <br />show the eastern half of Twin Lake Boulevard in its current alignment as early as 1937. The western half <br />of Twin Lake Boulevard was realigned with the construction of I-694 during the 1960’s. The roadway was <br />last improved by means of roadway reclamation and paving in 1992. Since then, the street and <br />underground utilities have been routinely maintained with pavement patching becoming a very routine <br />need over the last several years. <br />In 2022, the City of Little Canada approved a development plan that will bring two high-density multi- <br />family residential housing developments to vacant property that was previously owned by the City of <br />Little Canada. Two sixty-unit buildings will be constructed in phases with phase one (eastern parcel) <br />beginning during the fall of 2022 with phase two (western parcel) anticipated to begin during the fall of <br />2023. <br />
