MINUTES <br />CITY COUNCIL <br />NOVEMBER 16, 2022 <br />The Parks & Rec/Community Services Director stated that staff is recommending that Ayanna Churcher <br />be appointed to the Parks & Recreation Commission as a youth commissioner and Alexis Lum be <br />appointed to the Planning Commission. He noted the appointments are for a one-year term expiring <br />July 31, 2023, and Youth Commissioners can serve a maximum of three terms. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2022-11-12 6 APPOINT A YANNA CHUB CHER TO THE PARKS & <br />RE COMMISSION AND ALEXIS L UM TO THE PLANNING COMMISSION, WITH <br />TERMS ENDING JULY 31, 2023 <br />The foregoing amended resolution was duly seconded by <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ADOPTION OF 2023 — 2032 CAPITAL IMPROVEMENT PLAN <br />The Finance Director stated that the Capital Improvement Plan was discussed in detail at the October <br />12, 2022 Council Workshop. He reviewed the future planned expenses for each fund: General Capital <br />Improvement Fund 400, Infrastructure Capital Project Fund 450 & Storm Water Fund 603, Fire <br />Equipment Fund 457, Park Lake Acquisition Fund 456, 10% Fund 408 and Water/Sewer Replacement <br />Fund 604. <br />The Finance Director noted that the Council agreed to add $50,000 for the City Hall remodel project <br />and $23,625 for the purchase of permit and licensing software so the CIP is amended to now include <br />those amounts. <br />Jason Lum, 2440 Sunrise Drive, asked why there was a big difference in costs between the original and <br />updated numbers for the 2023 street improvement projects. He also asked why the other half of <br />Sunrise Drive is being improved when it does not seem to need it. The Finance Director explained that <br />the initial estimates for improvement projects come from a first look by the engineers and they use <br />pricing from the current year. He stated that once the project gets looked at in more detail and a <br />feasibility report is written, a much more accurate estimate can be determined. <br />The Public Works Director explained that Sunrise Drive was originally a shorter cul-de-sac, then about <br />10 years later it was extended to accommodate additional homes. He stated that 10 years ago when the <br />first half was redone, it was discussed to do all of it to get the whole street on the same schedule, but <br />there was not enough support at that time. He stated that there is discussion again this year to do the <br />needed improvements in order to get the whole street on the same improvement schedule. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2022-11-12 7 ADOPT THE 2023 — 2032 CAPITAL IMPRO VEMENT <br />PLAN WITH AN ADDITIONAL $50, 000 FOR THE CITY HALL REMODEL PROJECT <br />AND $23, 625 FOR PERMIT, LICENSING, CODE ENFOR CEMENT AND PLANNING <br />SOFTWARE <br />El <br />
