1 <br /> <br /> <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AGREEMENT <br />BETWEEN <br />THE RAMSEY COUNTY HOUSING AND REDEVELOPMENT AUTHORITY <br />AND <br />THE CITY OF LITTLE CANADA <br /> <br /> This COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM <br />AGREEMENT (“Grant Agreement”) is effective this 1st day of July, 2022, between the Ramsey <br />County Housing and Redevelopment Authority, a political subdivision of the State of Minnesota <br />(“Authority”), and the City of Little Canada, a Minnesota municipal corporation (“Grantee”). <br /> <br />RECITALS <br /> <br />1. The Authority is an urban county applicant for block grant funds under the Housing and <br />Community Development Act, 42 USC 5301-5321 (“Act”), and will receive block grant <br />funds for the purpose of carrying out eligible community development and housing <br />activities under the Act and under regulations promulgated by the Department of Housing <br />and Urban Development (“HUD”) at 24 CFR Part 570; <br /> <br />2. An Urban County Consortium has been established by a Joint Cooperation Agreement <br />between the Authority and municipal corporations within Ramsey County, the terms of <br />which specify allocation of block grant funds to those participating jurisdictions for use in <br />accordance with the County Housing Assistance and Community Development Plans <br />accepted by participating jurisdictions and reviewed by HUD; <br /> <br />3. The Authority desires to have certain work or services performed by Grantee as described <br />within this Grant Agreement, and as authorized by Resolutions of the Ramsey County <br />Housing and Redevelopment Authority Board for the purpose of implementing eligible <br />activities under the Act and HUD regulations; <br /> <br />4. It is appropriate and mutually desirable that Grantee be designated by the Authority to <br />undertake such eligible activities, so long as the requirements of the Act, HUD regulations, <br />state law, and local law are adhered to, as provided for in this Grant Agreement; <br /> <br />5. The purpose of this Grant Agreement is to provide for cooperation between the Authority <br />and Grantee, as the parties in this Grant Agreement, in implementing such eligible activities <br />in the manner described in these Recitals and as provided below; <br /> <br />6. The Authority and Grantee desire to enter into this Grant Agreement based on Grantee’s <br />application, which is on file with the Authority (“Grantee’s Application”), by which <br />Grantee will receive a Community Development Block Grant (“CDBG”) in the amount of <br />$506,086.00 (the “CDBG Funds”); <br /> <br />7. The Authority approved Grantee’s Application and the CDBG funds on May 10, 2022, by <br />Resolution H-2022-007;
