MINUTES <br />CITY COUNCIL <br />DECEMBER 14, 2022 <br />Ramsey County cities. He explained that factors that have increased the budget for 2023, reviewed <br />what the city spends their money on and where the revenue comes from. He noted that 50% of the <br />city's General Fund budget is used for police and fire services. <br />Fischer thanked staff for working to lower the levy from the adopted percent. He stated that. it is a <br />good attempt to lower it, but there are also some things that the city wants to do to keep moving <br />forward. <br />Keis opened the public hearing to consider adoption of the City's 2023 Budget. <br />There were no comments from the public. Upon motion by McGraw, seconded by Fischer, the public <br />hearing was closed. <br />Torkelson asked what the Council thought about keeping the levy at 12.85% in order to start phasing in <br />funding for future additional employees. Keis stated his opinion is to not add funds to the budget for a <br />non -determined reason yet. Torkelson stated that potentially an additional employee could be hired <br />sometime in 2023 if there was some money. McGraw stated he agrees with Keis, and since nothing <br />has been determined yet for additional positions, the final budget should stay as proposed. Fischer <br />noted there is $100,000 in the budget that does not have a final determined reason that could <br />potentially be used. Miller stated she feels it is important to not consider using that money for <br />something else, since reviewing public safety is an important initiative. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2022-12-144 — ADOPTING THE 2022 TAX LEVY COLLECTIBLE IN <br />2023, BASED ON 11.75 % INCREASE, FOR THE CITY OF LITTLE CANADA AS <br />FOLLOWS: <br />GROSS TAX LEVY $4,203,524 <br />General Fund $3,883,524 <br />Fire Equipment Fund $160,000 <br />Infrastructure Fund $160,000 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3). Nays (2). Torkelson and Miller. Resolution declared adopted. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2022-12-143 — ADOPTING THE 2023 B UDGET AS PRESENTED <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5).
