MINUTES <br />CITY COUNCIL <br />DECEMBER 14, 2022 <br />PUBLIC HEARING — ORDINANCE 870 AMENDING THE FEE SCHEDULE <br />The City Clerk/HR Manager stated this ordinance was amending the Fee Schedule for the 2023 water <br />and sewer rates, trash and recycling rates, water meter cost, fees for electrical, building, plumbing and <br />mechanical permits, fence permit fees, temporary sign permits and increased rates for park facility <br />rental fees. She reviewed the proposed changes and explained that the trash and recycling rates are <br />agreed increases in the contract. She stated that building, plumbing and mechanical permit fees have <br />not been increased since 2004 and 2006, and staff is proposing to raise them since new permit software <br />is being purchased which will have ongoing annual costs. <br />Keis opened the public hearing. There were no comments from the public. Upon motion by Keis, <br />seconded by Miller, the public hearing was closed. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2022-12-147 — ADOPT ORDINANCE 870, AMENDING THE <br />FEE SCHEDULE FOR 2023 WATER & SEWER RATES, TRASH & RECYCLING <br />RATES,, WATER METER COST, FEES FOR ELECTRICAL, BUILDING, <br />PLUMBING AND MECHANICAL PERMITS, FENCE PERMITS, TEMPORARY <br />SIGN PERMITS AND RA TES FOR PARK FA CILITY RENTALS, AND APPR O VE <br />A SUMMARY PUBLICATION <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution adopted. <br />PUBLIC HEARING — ORDINANCE 871, AMENDING ZONING CODE CHAPTER_927 <br />EROSION CONTROL & CHAPTER 928 STORMWATER MANAGEMENT <br />The Public Works Director reported that in the continuing effort to meet the new MPCA stormwater <br />permit standards, staff has made amendments to Zoning Code Chapters 927 and 928 with language that <br />complies with the new permit requirements <br />Keis opened the public hearing. <br />There were no comments from the public. Upon motion by McGraw, seconded by Fischer, the public <br />hearing was closed. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2022-12-148 — ADOPT ORDINANCE 871, AMENDING <br />ZONING CODE CHAPTER 927 EROSION CONTROL AND CHAPTER 928 <br />STORMWATER MANAGEMENT AND APPROVE A SUMMAR Y PUBLICA TION <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (5).
