MINUTES CITY COUNCIL DECEMBER 14, 2022 • Approve an Exempt Gambling Permit for St. John's Church Annual School Gala on April 21, 2023 • Approve Resolution Supporting City of Vadnais Heights' Pursuit of Active Transportation Infrastructure Funding • Approve Purchase of Park Shelter for Pioneer Park • Approve Purchase of Poured -in -Place Surface for Pioneer Park • Approve Closure of Owasso/Woodlynn Redevelopment Fund (474) • Approve 2023 Animal Impound Services Contract with Animal Humane Society • Approve 2023 Northeast Youth and Family Services Agreement • Approve Resolution 2022-12-151 for Conduit Debt Index Rate Amendment for Langton Place • Approve Resolution 2022-12-152 Conduit Debt Index Rate Amendment for St. Paul Academy The foregoing resolution was duly seconded by McGraw. Ayes (5). Nays (0). Resolution adopted. 2023 APPOINTMENTS TO THE PLANNING COMMISSION & SELECTION OF THE 2023 CHAIR The City Clerk reported that the terms for Valerie Quarles and Taelor Johnson will expire on December 315 2022. She noted that there are two 3-year terms to fill and a partial 2-year term to replace Isaac Mitchell who moved out of the city. She stated that Taelor Johnson has requested to be reappointed, and three applications were received. She explained that all new Commission applicants are interviewed by a committee made up of two City Council members, the staff liaison and the Commission Chair. She stated that the interview committee was impressed with both candidates, and are recommending that Taelor Johnson be reappointed to a 3-year term, Kari Boe-Schmidtz be appointed to a 3-year term and Leif Masrud should be appointed to fill the partial 2-year term. She noted that the Mayor will make a recommendation on the Chair appointment. The City Clerk stated that staff would like to thank Isaac Mitchell for his service on the Planning Commission. McGraw introduced the following resolution and moved its adoption: RESOL UTION NO. 2022-12-153 — APPOINT CHRIS KWAPICK TO BE THE PLANNING COMMISSION CHAIR IN 2 023 The foregoing resolution was duly seconded by Miller. Ayes (5). Nays (0). Resolution declared adopted. 7
